It's a necessary -- and not wholly unpleasant -- public relations ploy. Still, much smoke is blown with little fire. Most of the personalities' responses tend to be a combi­ nation of soothing fan-magazine hype and corporate tele- babble. But amid all the dross, one occasionally finds a gem that gives insight into what some personalities really think. Here's a round-up of some of the more telling remarks garnered from the spring press tours, -- Robert Guillaume, of ABC's "Benson" on the networks' use of black series performers: "Right now, I'd give the netowrks a 'D'. If they don't get their acts togeth­ er, they're going to flunk their course. "We'd see a richer world if TV was more reflective of things we encounter in everyday life." -- Grant Tinker, NBC Chairman of the Board, on the current quality of network fare: "There aren't enough cre­ ative people to populate all three networks. There's may­ be a network-and-a-half's worth." On this season's outlook for NBC, which has consis­ tently been the No. 3-rated network: "We're not out to be No. 1.
