Men Bock, University of Illinois professor of agricultural law. These changes and the basic tax principles necessary to understand how to prepare various personal and business tax returns will be taught by Bock and other tax experts at a Basic Income Tax workshop sponsored by the University of Illinois Cooperative Extension Service from 1 to 5 p.m. Oct. 17, 19, 21, 24,26 and 28, 1983. "Hie course will be taught at the Farm Bureau auditorium, 11909 McConnell Boad in Woodstock. The tax workshop is designed for people with little or no experience in preparing income tax returns. Among the types of changes to be highlighted are those concerning medical and dental expense deductions. Bock explains that, for example/ in 1982, deductible medical expenses basically were the total of such expenses in excess of 3 percent of a taxpayer's adjusted gross income. For 1983 taxes, the percentage has increased to 3 percent. "Say John and Mary Taxpayer had 920,000 in adjusted gross income m both 19tt and 1(83. If their medical and dental expenses were identical both years - say, $1,900 - then their deductible amount in 1982 was $1,200. Because of the tax law change for 1983. though, their deductible is reduced to $800," Bock explained. Another major change in itemized deductions for 1983 affects the amount of the deduction for casualty and theft loss, he said. "If you had a theft loss of $3,000 in 1982, vour deductible loss was $2,900 because the law required each loss to be reduced by $100, sort of like an insurance deductible. If your adjusted gross income is $20,000, and you had the same theft loss in 1983, you would only be allowed a $900 deductible loss," be said. Homeowners can now save 40 percent of their utility bills by installing a p r o g r a m ( a package of low cost products) in their home The 50-50 Sinogram was eveloped by the United States Department of Energy (DOE) and testedat Oak Ridge National Labs. T h e 5 0 - 5 0 program is an energy conservation program developed by DOE, designed to save 30 to 50 percent of a home's energy costs. It does this by implementing low cost measures to address the 50 most common energy problems in the American home. He says The 50-50 program will improve the total efficiency of your present heating, electrical and water systems by 40 percent. There are private contractors in 35 states presently 'installing the program. They nave a guarantee that is backed by a national insurance company. The guarantee insures the homeowner they will have a two or three-year payback. V Utility companies have recommended the 50-50 program. One utility is Jersey Central Powere and L i g h t . T h e y prepared a report for lX)E containing the information and insight gathered as a result of their extensive test on the 50-50 program. Following a JCPJtL mailing to them approximately 22 percent requested an energy audit and about 40 percent of those receiving the audit had the 50-50 System installed.
