Judy K. Kelley, 33, 2031 Stonelake Road, Apt. 101, was pronounced dead at Memorial Hospital for McHenry County, where she was taken by the Woodstock Rescue Squad following the crash, which oc­ curred about 4:30 p.m. According to Woodstock police*, the Kelley vehicle, which was southbound on Route 47, northbound lane and was struck by an auto driven by Barbara A. Schnulle, 18,1639 Walnut Drive, Woodstock. The Schnulle vehicle Sub­ sequently was struck by a third auto driven by Janet L. London, 42, 3912 John St., Solon Mills, police said. Schnulle and a passenger in her auto, Lucia Jaimes, 18, 1917 Sheila St., Apt. 201, Woodstock, also were taken to Memorial Hospital, where they were treated and released. Police are continuing their investigation into the incident. by Cliff WahJ Shaw - Free Press News Service A new property tax, designed to offset insurance-related expenses, was given tentative approval Tuesday by the McHenry County College Board of Trustees. The increase, called an En­ titlement Tax, is a tax the college has always been able to levy and never has, but now is being considered to defray expenses, according to MCC president Robert Bartlett. The tax, which would increase a property tax bill by .5 cents per $100 equalized assessed valuation, would raise between $60,000 and $65,000 for the school based on the latest figures, he said. It wpuld defray costs for tort liability insurance premiums, unemployment compensation, workmen's compensation and audit fees, Bartlett said. He added the college has always had the power to levy the tax, but has not needed to until now, in light of probable declines in assessed valuation and state aid. The tax received tentative support from the board. "I hate like heck to stick it to the taxpayers," trustee Anthony Wujcik said, but he added he was "very concerned about the finances of this institution." Trustee Herb Lutter, while expressing reservations over what he called "back door referendums," said he sup­ ported the tax, since it would be a good way to offset increases in uncontrollable costs. The total tax rate for the college is 15 cents, not including bond issues, according to Paw Dobbins, MCC treasurer and dean of administrative services. The college will hold a public hearing on the proposed in­ crease in December, and then the board will officially vote on whether to adopt the tax. If adopted, the increase must then be submitted to the county by the last Tuesday in December and would appear on the first 1984 property tax bill, according to Dobbins. apparently swerved into the St Mary's of the Assumption offers Latin anniversary Mass On Sunday, Nov. 20, at the 'urch of St. Mary of the Assumption, McHenry, the 9:30 a.m. Mass will be said in Latin.
