Adlai Stevenson A message from The Illinois Committee for The National Peace Academy. 247 Sawyer Ave. Glen Ellyn, Illinois 60137 A SMART DOVE IS NO PIGEON The idea was first set forth in 1793, when Dr. Benjamin Rush, physician and signer of the Declaration of Independence, and Benjamin Banneker, the distinguished, mathematician and astron omer, published "A Plan of a Peace Office for the United States." In 1799, George Washington's will directed that his "shares in the Potomac Company" be used to endow "a proper peace establish ment." The idea has taken many forms. In 1961, with the strong support of Presidents Eisenhower and Kennedy, Congress created the Arms Control and Disarmament Agency, and among other responsibilities asked the agency to study "the scientific, economic, political, legal, social, psychological, military, and technological factors relating to the prevention of war." But that broad mandate was not fulfilled. The latest expression of this old American idea is the National Peace Academy Campaign. There are now two bills before Congress to charter a federal institution devoted to peace research, education, and training. The Senate bill (S. 564), with 54 cosponsors, has survived months of hearings and a floor vote is expected soon; the House bill (HR. 1249), with more than 150 cosponsors, is still in committee. :« • •>* +, The Peace Academy would be a national center for peace studies, bringing together and making available to our government the most recent findings in the growing field of conflict resolution. It would train young men and women in the proven techniques of mediation and arbitration, producing professional peacemakers as we now pro duce military Jeaders in four service academies and five war colleges. The work of the Peace Academy would enhance national security by offering our Presidents a broader range of alternatives in dealing with international tensions and hostilities -- better methods and on-line systems for non-military crisis intervention, conflict management, and dispute settlement, staffed by people trained in the peacemaking process, rather than by changing platoons of politically appointed observers and advisors. Our country already commands awesome firepower. We believe that true national security now requires more brainpower. The Peace Academy can be the first step toward deploying American strength and ingenuity in new directions. It will demonstrate our commitment to new strategies and tactics for the containment of aggression, the restraint of violence, and the deterrance of deadly quarrels. For an investment of about 5# per American per year -- less than the cost of one MX-missile or B-l bomber -- we could establish a Peace Academy and begin to build what William James called "the practical machinery of peace."
