Keen assessor eye judges real estate value PAGE II. PLA1NDEALER . WEDNESDAY, DECEMBER7.1M by Cliff Ward Snaw-Free Press News Service McHenry County assessors have a keen eye for judging the value of real estate, according to an Illinois tax group. Taxpayers Federation of Illinois, a Springfield-based, non-partisan and non-profit group, has determined that average assessments and sale price ratios vary less than 20 percent on properties throughout the county. The report was published in the October issue of the group's newsletter, "Illinois Tax Fact- s." Ed Guettler, left, has been elected lieutenant governor of Kiwanls Division II, succeeding Brian Cunat, \Mx> is now Kiwanis International accredited representative. Two advance in Kiwanis leadership Kiwanis is a worldwide ser vice organization of men who want 'to improve their com munities. As a group they can achieve what individuals cannot do alone. Within the organization is a group of leaders called Lieutenant governors, each one having a group of about 10 Kiwanis Clubs to supervise and help promote the programs of the District and Kiwanis ternational. Ed Guettler accepted this challenge when he was elected Lieutenant governor for 1983-84 of Division 11, Illinois- Easternlowa District of Kiwanis International. He is succeeding the past Lieutenant governor, Brian Cunat, who has gone on to be the Kiwanis International accredited representative. The percentage of deviation from a county norm is referred to as a coefficient of dispersion and is arrived at by taking the average deviation from the median level of assessment and dividing by the median level of assessment, which is 17.64 in McHenry County. es indicate equity on a basis seems to be getting worse. In 1980, when Woloski first came to the McHenry County Assessor's office, he said the county ranked seventh in the state for lowest coefficient of dispersion. It moved up four spots to third for 1981, which is the latest year for which figures are available. In sum, the lower the coef ficient of dispersion, the more equitable the assessment, TFI says. McHenry County Supervisor of Assessments Randall Woloski said the low coefficient here means assessors are careful with their assessments. "We've got conscientous Die in the county who are forth effort to do a good job," he said. Their effort means equitable tax bills, according to TFI. TFI says if one person's property is assessed at a higher percentage of fair cash value than a neighbor's, that person will pay proportionately higher taxes. However, McHenry County Woloski said, wnue Revenue department data indicates that property tax assessments in 57 Illinois counties were less equitable in 1981 (the 1982 tax bill), than in 1980, TFI reported. Woloski said he could not guess McHenry County's coefficient for last year, since it takes the Revenue Department time to compile 1963 taxes on sales, which can go right up to Dec. 31. The five Illinois counties with the lowest coefficient of jrsion after DuPage, Kane, McHenry counties are: McLean, 20.6 percent; Lake, 21.2 percent; DeKalb, 22.2 percent; and Woodford and Kendall, both at 23 percent. The counties with the highest coefficient of dispersion, the least equitable assessments according to TFI, are: Lawrence, 87.8 percent; Hardin, 88 percent; St. Clair, 89.2 per- and Pope, 110.6 tiUDDY'S WORKSHOP Check Heating System for Safety, Fuel Efficiency Why do safety officials recommend that home heating equipment be checked at least once each year? Fire prevention experts say that thousands of lives are lost each heating season in fires that were caused by dirty or defective heating equipment. Furnaces should be cleaned and checked, not only for safety, but for fuel effi ciency. Space (or room) heaters, whether built-in or port able, should be thoroughly inspected and cleaned before being placed in operation. Gas heaters that have been allowed to collect dust for months should be given detail ed attention. Free-standing, fuel-burning heaters can be dangerous if they do not have automatic shut-off in the event the heater is tipped over. Weaknesses in the home heating system are most likely to become evident when the system is pushed to capacity during extended periods of extremely cold weather...sometimes with tragic re sults. What causes mildew and how is 11 treated? Simply stated, mildew is caused by a combination of dirt and dampness. High humidity, rainfall, even a heavy dew can contribute to mildew. Try early treatment by using a solution of one part chlorine bleach to three parts water. YOU'RE INVITED TO A LITTON MICROWAVE DEMONSTRATION SATURDAY.
