Campaign by state police to recover stolen vehicles An organized campaign for the recovery of stolen vehicles and identification of "chop, shop" operations has begun by the Illinois State Police. Since Sept. 1, state troopers driving marked and unmarked squads have received recognition for recovering stolen vehicles through a program called "Golden Eagle." A trooper who recovers a stolen vehicle, with the car thief, will receive a gold star. If the vehicle is stolen but abandoned, the trooper receives a brown star. When the officer ac­ cumulates his fifth gold or brown star, all stars will b ̂ replaced by a golden eagle. All stars and eagles will, be positioned midway between the left rear door and left edge of the rear window. Captain Hugh S.
