Grady Hor- ton,' director of the VA regional office in Chicago, said the Office of Reports and Statistics in Washington has just released the information. Hie largest amount went to operate the VA facilities in cluding medical centers at Hines, North Chicago, Chicago Lakeside, Chicago West Side, Danville and Marion. Other facilities include an out-patient clinic in Peoria, the regional office in Chicago, and at Hines the Data Processing Center, Marketing and Supply Centers, and the Office of the Inspector General. This totals $404,677,656. Hie next largest expenditure was for compensation to disabled war veterans and pensions to older veterans with non-service-connected disabilities who are in need. This totalled $356,991,363. Educational benefits to Vietnam Era veterans and certain disabled veterans amounted to $57,688,729. In surance and indemnities state wide totalled $64,377,390. Construction at VA Medical Centers amounted to $8,353,395. In McHenry County, VA ex penditures were $4,998,135. Of this amount compensation and pension amounted to 3,724,588. Expenditures for educational benefits to Vietnam Era veterans and training for disabled veterans in McHenry County amounted to $601,881. In this county the VA spend $671,666 for insurance and in demnities. Christmas is a time for caring and sharing and for the coun tless Illinoisans who will con tribute generously to charity, it is also a tipie for a dash of caution. The holiday season is a prime time for charitable solicitations and mixed in with the hundreds of very worthwhile charitable organizations there are in variably - and regrettably - some groups which take ad vantage of the Christmastime generosity of Illinois residents with pleas for highly questionable causes. But Illinoisans do not have to give blindly. More than 8,000 charitable * organizations are currently registered with the Office of Ill inois Attorney General Neil F. Hartigan and annual reports of all the active ones are open to inspection by the general public. Illinois law requires most charitable entities to register with the Attorney General and, with certain exceptions, they must document annually where their money has been spent. Illinoisans can determine quickly if any charitable group is properly registered to solicit in this state by phoning the Attorney General's Charitable Trusts and Solicitations Divisions in Chicago (312-793- 2533) or Springfield (217-782- 8456). It's that easy. Attorney General Hartigan commented: "The purpose of this law and this special division' of the Attorney General's office is - put simply - to protect the good charities and causes from those who would abuse the public's generosity, to protect those who would be beneficiaries of donated funds, and to ensure that charitable funds are properly cared for and used for charitable purposes." What basic information should Illinoisans look for before they give to unfamiliar charties? Christine Rosso, acting chief of the Attorney General's Charitable Trusts and Solicitations Division, has this good advice: "First, be informed before you contribute," she said, "If you have any questions about an organization with which you aren't familiar, just ask. If you contact the Attorney General's office, we can tell you whether the group is properly registered ana current in filing its financial information. If it isn't registered, we will try to find out more about it." . Rosso offered some questions to be considered before making a charitable contribution: --Where is the charity's headquarters? -What type of programs are conducted in Illinois and elsewhere? -How long has the charity conducted these programs? -How much of your donation will be spent on fundraising activities? On administration? On programs? -Is the charity currently registered with the Attorney General? -Will the charity provide an up-to-date financial statement? -Does the solicitor have identification and will be readily provide you with his name? -Is the organization tax exempt? Further, Rosso said, the public should be wary of telephone solicitors who want to send a runner to pick up your donations immediately. Most legitimate charities will allow you to mail in your donations Be cautious, too, of: -Demands for cash only (legitimate charities will accept _ a check). -High pressure tactics. -A solicitor who is reluctant or refuses to answer questions about the charity.
