Rule state medical payments inadequate PAGE I - PLAINDEALER - WEDNESDAY, DECEMBER 28. ItM Federal District Court Judge Milton Shadur ruled recently that the state's current Medicaid payments for hospital inpatient services to the poor are inadequate and in violation of federal law. The Illinois Hospital Association (IHA) on behalf of its 243 hospital members had filed a motion on Sept. 28 seeking a preliminary in junction against the Illinois Department of Public Aid's new payment system for inpatient services. According to IHA's suit, the department has described its new payment system as one that adequately pays the costs of care provided at economically and efficiently operated hospitals. However, the suit states, because state appropriations were far less than necessary to fully hind the system, the department is currently paying only 76.5 percent of yjjSAt it has described are the acBal costs of the system. In the hearing on IHA's motion, Judge Shadur indicated that payment shortfall violates federal standards for Medicaid programs and ordered the state to pay hospitals the fall rates IDPA has indicated are necessary to pay for inpatient services. «JUdge Shadur noted the irreparable harm such a shortfall creates for hospitals and the poor. Robbins, "IHA filed its suit against the state because those legal assurances were not forthcoming and the payument system eventually adopted by the state failed to meet federal standards." In addition to his ruling on the preliminary injunction, Judge Shadur indicated preparations would begin for a trial on other points IHA is challenging in its lawsuit against the state. ^ That trial is expected to take place early in 1984. Seek state project consultants The Illinois Department of Transportation is seeking consultants for 36 highway and water resource projects throughout the state. The consultants will be selected Jan. 25, by a six- member committee. All firms considered must be prequalified with the Department of Tran sportation to ensure their abilities in accomplishing project objectives. Also, there are contract plans for widening and resurfacing 1.6 miles of 111. 31 from Cary-Algonquin Road to Edwards Street and from Washington Street to McHenry- Kane County line in Algonquin. ^PSgeneral News NIMC sets prenatal series The obstetrics department of Northern Illinois Medical Center (McHertry Hospital) announces its next series of prenatal lec tures and films, to be held in the hospital cafeteria. The four-part series begins Tuesday, Jan. 3, with the remaining classes scheduled for Thursday, Jan. 5, Tuesday, Jan. 10, and Thursday, Jan. 12. All classes begin at 7:30 p.m. and are an integral part of Northern Illinois Medical Center's "family-centered maternity care". This type of care focuses on the mother, the father, and the children as a family unit. Information concerning the new birthing room will be presented in this series, and it is important that all family members who will participate in the birth of a new baby in this birthing room be present at the lectures. Topics for discussion will include: "What's going on here?" - films and discussions of the physical and emotional changes that occur during the last three months of pregnancy; "Is It Time?" - information on how to determine signs of labor, what to do and what to expect when you atrive at the hospital, together with a tour; "Labor of Love" - an obstetrician will discuss the delivery process; "...And Baby Makes Three..." - an obstetrician discusses care of the newborn. Members of the hospital medical and nursing staff will be among the speakers for the series. Interested persons should sign up byJ)ec. 30 by calling the hospitalis education department at 385-2200, extension 700, bet ween 8 a.m. and 3 p.m. There is no charge for these classes and all expectant parents, regar dless of where they are scheduled to have their baby, are welcome to participate.
