However, for various reasons, only a third of those substance abusers - 323 people - may actually jet the help they need . Providing a place where alcohol and substance abusers can receive in-patient help in this county will become a reality in mid-1984 when Memorial Hospital in McHenry County's rehabilitation center for the treatment of such cases opens. Although plans for the rehab center, which received state approval recently, are preliminary ̂ Memorial Hospital * director Lee Pesce and others are discussing the kind of program tfiey want to build - one based on medical care, psychological carc and a net work of support agencies already in Woodstock. According to James McLeer, * who is working with the hospital , on a consulting basis, "the desire is to link with other services, individuals and groups" while the hospital .provides the key medical ser vice - in-patient treatment and detoxification. Memorial's unit will consist of 14 beds, with four used for medical detoxification and 10 used for rehabilitation. It will be housed in existing hospital space and will operate on an annual budget of $300,000, according to Pesce. Pesce said getting such a center started has been one of his major priorities since he assumed the top position at the hospital several years ago. However,due to more pressing needs, such as establishing the psychological care unit he and his staff have not been able to begin the project in earnest until this year. The needs for an in-patient treatment center are many, both men said. Some people may be able to attend Alcoholics Anonymous or similar support groups to break their alcohol or chemical " dependency, McLeer said, but some people who have more serious problems need in-patient care. ' # . "The more progressive the illness is^UUf more intensive the services he needs to recover," he noted. - Sometimes simply halting a drug or alcohol dependency is medically unwise, he said, which is another reason for in patient treatment, while other people need the 24-hour struc ture and support an in-patient program offers. , The average stay for a patient, Pesce said, would be about 18 days, and the cost per day would be about $180, a cost he described -as Mfair, reasonable and competitive." Pesce said the hospital will be able to keep costs down by working closely with groups such as the Family Center for Substance Abuse, and a person's stay ' would be structured in dividually. McLeer stressed the dangers of alcohol abuse^^ saying that alcoholism is a primary illness - a disease. When a drunk . driver is killed, it's not the crash that caused death, it's the alcohol, he noted. > He also noted the high in cidence of relationships between alcohol and heart disease, throat and stomach cancer, diabetes and organic brain deterioration. The alcoholic or substance j abuser has three options, McLeer said, and they are recovery, death or insanity.
