He was born Feb. 9, 1936, in Chicago, the son of Joseph and Margdret (Pavlik) Kolar. Mr. Kolar was a district sales manager for Conica Medical Corp.; a navy veteran; member of Knights of Columbus Father McCormic Council of Crystal Lake ; and scout master of Boy V Scout Troop 127, Crystal Lake. On Nov. 14,1959, in Buena, CA, he married the former Shirley J. Conine, who survives. Other survivors are his father, Wonder Lake; a daughter Margaret (Peggy) Kolar, at home; three sons, Kevin, serving with the KOLAR U.S. Air Force, Thomas and Michael, both at home; and a sister, Mrs. Patrick (Judy) Whalen of Calimesa, CA. He was introduced to the typical daily Public protest against all waste disposal Citizens throughout Illinois distrust both government and industry for siting hazardous waste facilities in their backyards without giving the public an adequate voice in the decision-making process. As a result of feeling left out, citizens are organizing protest efforts against virtually all disposal and treatment facilities proposed for their communities. These are some of the findings of the Illinois Hazardous Waste Task Force's Committee on Public Awareness, following testimony and public hearings which revealed deep suspicion on the part of the general public. The final report of the Public Awareness Committee, along with the reports from the Committees on Public Health and Enforcement, were released to the public by Task Force Co-Chairman Philip Rock, President of the Illinois Senate, and Attorney General Neil Hartigan. To give the public a stronger voice in the siting process, the Public Awareness Committee recommends: ...A new law requiring local government officials to liold three public hearings during their review of siting proposals instead of the single hearing presently required; ...A new law extending , the time that local government has to approve site locations from the present 120 days to 300 days, thus giving local citizens more time to respond to the proposed facility; ...A new law requiring site developers as well as relevent state agencies (Environmental Protection Agency, Pollution Control Board, Department of Energy and National Resour ces) to make available in the public library of the county seat all pertinent information con cerning hazardous waste issues in the county where a waste site is proposed. The Committee stressed that the recommendations are essential to allay the public's fears. The report points out, for example, that groundwater contamination which could poison drinking water has been documented in 13 downstate communites with a combined population of 270,000 persons, as well as in Chicago. Citizens in these and other communities are demanding answers, the report maintains. The report prepared by the Committee on Public Health warns of "significant gaps in the data necessary to assess the health risk associated with hazardous waste...without improvements in the availability of needed in formation, the sensitivity of existing research will not im prove significantly." " " ' '•* The Committee on Enfor cement, aware that hazardous waste suits prosecuted by the state frequently take years to complete, recommends in its report that court costs be added to penalties assessed in suc cessful prosecutions. This recommendation is expected to save taxpayers' money and speed up the trial process so that important waste suits can be concluded much more quickly. The Enforcement Com mittee's report also includes recommendations for expanded training of state's attorneys and state and local law enforcement officials, as well as beefing up inspection efforts. . Six of the 10 Task Force Committees have submitted tfieir formal reports to Rock and Hartigan. The last four reports will be published within a few weeks. After the entire Task Force and the public have had an opportunity to evaluate the 10 reports, the 100-member study group will meet to adopt an ovrall set of policy recom mendations.
