Thompson said he will support legislation this spring that provides free bus service for all school children in Illinois who live more than 1% miles from their schools. "While I've had to veto similar legislation in the past because of budgetary constraints, my support for a public policy which provides transportation services for all public and non-public school children has not wavered. "For their safety and welfare, all children should be afforded safe and convenient tran­ sportation to the school they attend," the Governor said. "Hie state supports private, parochial and independent schools in a number of ways - by providing free textbooks, special education services and food subsidies, to name a few." "Non-public school children who live 1% to 10 miles from their school will be provided free transportation by public school districts in their area under the measure I support. Such a service will provide reim­ bursement to school districts under the state's pupil tran­ sportation formula and will cost an estimated $5.4 million in Fiscal Year 1987", he said. Thompson said the plan contains several provisions that provide protection to public schools and serves to private schools. Besides providing free transportation to all students who live more than 1% miles from school, the program in­ cludes: ...Free transportation for non public pupils who live in a school district but attend school in an adjoining district up to 10 miles from the pupil's residence. ...Free transportation for students to non-public schools with an enrollment of at least 75 students. ...Free transportation to adjoining districts if at least five students attend any one school. ...Exempting Chicago public schools from providing free transportation of non-public school pupils. ...Allowing districts to tran­ sport children to a central point in the district of residence and then transport them to the school in the adjoining district. In addition, the governor's proposal calls for an estimated $4 million in planning funds to be paid in 1985 (FY 1986) so school districts can make necessary preparations to meet the bill's stipulations. The program, which would take effect in the 1985-86 school year, expands current law which requires transportation for non-public school students who rfeside on or along regular bus routes. The governor in January, 1981, and September, 1979, vetoed similar legislation because of the state's tight budget and reductions in federal revenue sharing. Those cir­ cumstances, he said at the time, combined to make the program "unaffordable". ^ygeneral^^™ News Plan for volunteer recognition during National Volunteer Week A second planning meeting for county-wide recognition of volunteers for National Volunteer Week will be held Thursday, Tfikrch 22.
