May, owner of Hill view Farms in Richmond, may have won a battle over the establishment of two more sludge injection sites near Spring Grove, but they haven't given up the war. Dr. Les Krieger, a member pf the McHenry County Board of Health, presented a stack of manilla envelopes containing approximately 1,000 signatures to the McHenry County Waste Study Advisory Committee Monday night. The Spring Grove area resident said people are still concerned about monitoring procedures conducted by the Illinois Environmental Protection Agency (IEPA) and the lack of notification by the agency on May's permit ap­ plication, submitted in March. Krieger vowed citizens' groups would continue to delve into these questions until they got answers. Waste study committeeman Steve Aradas defended the IEPA as a victim of cir­ cumstance. "It does not have the money or the staff," he said. Aradas urged citizens to pressure their legislators. Committee member Jack Renskers questioned what he perceived as a sudden outcry. However, David Gardner, fellow committeeman who lives near the present sludge injection site, assured him the situation has been developing for some time. "I think this time the people realized there was something that could be done," Gardner said. National Consumers Week, April 23 through 29, is a good time for young consumers to think about their rights and responsibilities in the marketplace. "Most young people today have a fair amount of money to spend for consumer goods such as clothing, records, magazines, entertainment and snack food," according to McHenry County Extension youth adviser Kathy Halstead. Many compares have found that an effective way to teach young consumers is through mail-order ads placed in popular magazines or on TV. Records, tapes, posters, stereo equip­ ment, video cartridges and almost everything else you could want are available by mail at competitive prices. ' Sometimes, though, there can be problems with mail-order shoping. The merchandise may not arrive on time, may be damaged in transit, or may not be quite what you expected. Of all of these potential problems, shipment delays are probably the most frequent. Halstead says that how you ordered the merchandise-by phone or in writing-may make a difference in how promptly the order is handled. "If you order by phone to get faster service, using your parents' credit-card number of paying C.O.D., you may be disappointed. Although shop­ ping by telephone is convenient, items ordered by phone are not covered by the Federal Trade Commission's Mail Order Rule," she said. The Mail Order Rule requires companies to ship your order within the time promised in their advertisement. If no time period igprotaised, the company must ship your, order within 30 days after it is received, unless you are contacted and agree to a specific delay. When there is a shipping delay, the company must send you an 'Option notice,' giving you the option of either ac­ cepting the delay or canceling the order and receiving a full refund. When you place an order by phone, Halstead suggests protecting yourself by keeping a record of: -The company's name, address and telephone number. --The price, description and item numbers of the mer­ chandise you ordered. You may also want to keep a copy of the ad or catalogue that led you to place the order. -The total cost of the order. -The method of payment you used-check, credit card or C.O.D. It is not a good idea to send cash as payment of mail order merchandise because there is no permanent record of the money you send. -The method of shipment and anticipated delivery date, v -The date you placed the order. Participation in Fiesta Days activities urged Fiesta Days is a "co-mingling of the talents and efforts of many for the enjoyment of all," says Chamber of Commerce executive director Fran Olsen. The "many" who would like to be actively involved are asked to complete the request form at­ tached to this article and send it to the chamber office: 1257 N. Green St. Additional forms are available at the chamber office, if required. Participation requests are now being accepted for all events of 1984 Fiesta Days, which will take place July 20 through 29. Entertainers, vendors, concessionaires and interested persons with new ideas are welcome to offer their talents, services or suggestions to the Fiesta Days' Committee. The committee urges im­ mediate response and advises that the deadline for all requests is May 10. The McHenry Chamber en­ courages participation in the annual evvnt.
