The legislation, drafted by the state Association of 708 Boards, would transfer authority for administering programs for the mentally ill and develop- mentally disabled to local boards and away from the Illinois Department of Mental Health. State authorities would per­ form a financial oversight function and set treatment and other guidelines under the proposed bill. Creating the 11-member task force was suggested by Sen. JaCk Schaffer (R-McHenry County), chairman of the mental health commissigC "&s-a way to keep the propoial alive" after other efforts to get the legislation introduced stalled, Zych said. Tentatively titled the Com­ munity MentaLHealth Service Act, the legislation proposes nhnnging the existing method of funding mental health programs. Instead of money being allocated from Springfield, funding would be on a populatidn-based formula. Local boards would pay state hospitals for their patients' care at a per diem rate. The change is an attempt to improve the* quality of mental health patient care and rectify funding inequities that tend to reward less efficient agencies. Smith says that in states where the system has been im­ plemented, there has been a reduction in state hospital utilization and more funds have become available for local programs. Various interest groups have mounted stiff opposition to the change. Zych said the task force was a way to get the bill "out of the political arena and into an open discussion over the next six months to develop the bill, or a series of bills, on the com­ munity-based system." The task group could return with a compromise measure by February 1985 for submission to state lawmakers, he said. Smith met with aides of Gov. James THompson last month in an effort to further the bill, but Zych said the controversial proposal was not welcomed. Zych said he proposed to Schaffer that a joint study committee tackle the bill. Schaffer'suggested the to air force instead because of current sentiment against House and Senate study committees, Zych said.
