Ron Wait, (R-Belvidere) have turned over letters that were signed by over 1,100 people to Director Richard Carlson of the Illinois Environmental Protection Agency. The letters concerned public opposition to a request for a permit modification to allow Hill view Farm in Richmond to apply sludge on two pieces of property in the Spring Grove area and in general, expressed concern about the current operation of the Hill view Farm. The letters were presented during a lengthy meeting with Carlson, Schaffer, Wait and two local citizens, Donald Stinespring and Robert Leli. Prior to the meeting, the owner of Hill view Farm, Arnold May, had voluntarily withdrawn the request for the permit modification and expressed a desire to cooperate with efforts to reduce the noxious odors coming from the existing Hillview Farm operation. Specifically the issues were: If there are any further requests to modify the Hillview Farm EPA permit that the local officials and citizens be notified. That should it become necessary for May to seek ad ditional property for sludge application, that the EPA would join with him, local government officials, and interested citizens to see that any future sites under consideration should be the most appropriate possible. s Hie legislators requested that the IEPA work with the owner of Hillview Farm to eliminate the existing odor coming from the operation. Hie legislators noted to the director that after visiting the operation recently, it seemed to them that the major portion of the smell was coming from a pond that had been heavily contaminated by a hog operation which was voluntarily discontinued by the owner last year. __ The legislators requested that the IEPA contact the McHenry County government to seek an agreement with the county that would allow the IEPA to delegate some of their in spection and regulatory power concerning the Hillview Farm to the McHenry County Board of Health so that any complaints could be investigated in a timely fashion.
