Nargelenas said that Illinois will join with surrounding states this Memorial Day weekend in implementing Operation Care (Combined Accident Reduction Effort.) Operation CARE is a multi-state program of in terstate highway patrol and enforcement, with the secon dary objective of reducing the severity of those accidents that do occur. For the 1984 program, en forcement efforts will be con centrated on the following: Identify and remove from the highways, drinking and in toxicated drivers. Equipment and moving violations perpetrated by second division vehicles and other large commercial vehicles. Enforcement of the National maximum speed limit of 55 miles per hour for all vehicles. Establish high visibility patrol activities as a deterrent factor on designated CARE highways during the holiday period. Demonstrate the cooperation in traffic efforts with other states to obtain voluntary compliance and eliminate hazardous violations. Promote the use of seat belts or child restraints and other life preserving equipment that reduce injuries and fatalities occurring in motor vehicle accidents. Operation CARE will involve saturation patrol during the maximum traffic times of the Memorial Day holiday weekend on all Interstate routes, the entire Tollway system and many U.S. and Illinois routes in Illinois. Patrols will begin on Friday, May 25, at 6 p.m. and end at midnight Monday, May 28. The Interstates, Illinois and U.S. highways involved in District Two are: 1-55, Route 41, Route 12, and Route 47. Captain James R. Coffman, commander of the Elgin District which has the responsibility of patrolling Lake, McHenry, DuPage, Kane and DeKalb counties is encouraging the motoring public to utilize seat belts and other child restraining devices to reduce injuries in case of an accident. He also stated that troopers will be stopping vehicles with passengers who obscure the driver's clear view of the high way or interfere with the driver's mechanism or safe control of the vehicle. Thompson has proclaimed May 20 through May 28, as "Parents-Too-Soon" Week in Illinois. Ten state agencies provide various ser vices via a comprehensive, state-wide program addressing the needs and risks associated with childbearing and parenting at an early age. Locally, services are provided by Horizons, a prevention and family support program of the McHenry County Youth Service Bureau. The countywide ser vices include support groups, day care monies, parenting education, as well as cooperative sendees with the Department of Health. The programs service young mothers and fathers from age 10 to 22, both prenatally and after the child is born. Horizons began in December 1983 and has grown to a current level of 38 participants, with many more becoming involved. Every area of the county is represented in this number, and the ages range from 14 to 21. Volunteers provide much of the direct contacts with the par ticipants through group and one- to-one relationships. With increasing numbers of participants, volunteers are greatly needed in all aspects of the program. A second training program is planned for mid- June. All interested persons are urged to call Horizons as soon as possible to assure a spot in the training. Horizons is located in the Westwood School Building, 14124 South St., Woodstock, (815) 338-3572.
