Only 17 persons drowned as a result of boating accidents last summer, com pared to 28 a year earlier. Still, Illinois boaters must wear PFDs and adhere to the rules of safe boating to maintain the trend toward fewer boating deaths, Closson said. Half the injuries and much of the property damage associated with boating accidents result from collisions, according to Closson. Last/"summer in Illinois, 43 of . the 97 reported accidents involved collisions with otherrVessels and another 10 accidents resulted from collisions with fixed objects. Invariably the accidents occurred on nice, clear days with Unlimited visibility. Water conditions were calm, visibility good, and weather clear in well over half the accidents reported to DOC last summer. Yet, the boaters involved often explained that they "just didn't see the other boat" or they "didn't see the other boat until it was too late." The reason for many of these accidents is that exposure to sun, wind, vibration, glare and the noise of operating a boat for three or four hours is very tiring, Closson said. "These stresses may reduce an operator's ability to observe and react nearly as much as being legally intoxicated. If you've also had a few drinks, your abilities will be hampered even more."; ' \ • 4 Of all accidents, fires and explosions are probably the easiest to prevent, Closson said. The root cause is lack of care. Victims of boat accidents usually fail to check their boats for stray fuel vapors after refueling or fail to maintain the fuel systems in working order. "Dont be in a hurry," Closson advised. "Slow down and check for fuel odors before starting engines. Gasoline is a powerful explosive, and it has a very short fuse." Boaters can reduce their chances of becoming a boating accident statistic, just by ob serving a few safety rules Closson said. "Wear your PFD, keep your weight low in an open boat, smell for fuel vapors, maintain your boat in good operating condition and stay alert," he said. "Then show courtesy and consideration, and boating will be as fun for everyone as it is supposed to be." As film packaging must be handled several times before it reaches its destination, the quality of packaging makes a big difference in the packages safe arrival. Smith recommends the following mailing tips for film: Wherever possible, use the envelope supplied by the film processing companies. If none is available, make sure the en velope you use is big enough and strong enough to carry your film safely through the mail. The processor's address and your return address should appear, accurately and legibly, on the outside of the envelope. But equally important, tape your name and address to the film roll or cartridge itself, so it can be returned to you should it get separated from the en velope. And if you're mailing photos instead of film, it's a good idea to put your name and ad dress on the back of each. That's also good for your own historical record many years later. JUNE IT, 1*4 Proposal makes rules for landfills, hauling Environmental (IEPA) has filed a' proposal with the Pollution Control Board to adopt amended regulations which govern hazardous, non- hazardous and general municipal waste landfills. The proposal (R84-17) will also establish new standards for generators and haulers of special waste. In Illinois, special waste is defined as being any industrial process waste, pollution control waste or hazardous waste. The proposal, when adopted, will create a comprehensive permit program to ensure consistency with the Illinois hazardous waste program under the Resource Conservation and Recovery Act (RCRA). The new rules will also clarify the relationship between hazardous and non-hazardous waste regulations. In the rulemaking proposal to the board, the Illinois EPA developed general operating standards applicable for all waste management facilities and specific standards apo pUcable to hazardous and non-- hazardous landfills including I: general municipal refuse sites. ?
