Raffles are expected to be legalized in municipalities in the very near future. Hie McHenry County Board adopted a raffle ordinance at its recent. meeting. The new ordinance will regulate and fcoutrol the conduct of raffles Within the unincorporated areas $f the county. - State's Attorney Theodore Wow explained to the board that raffles are illegal in Illinois, With the exception of the state lottery, unless a municipality provides an ordinance licensing them. ; He said raffle law violations by religious, charitable, educational and fraternal groups have been overlooked in the past. The new ordinance will license such conduct. Raffles in the county, he said, will be "a matter of law instead of a 'matter of fact." ! Floro said he intends to ask for similar ordinances in the cities and villages of the county. * licensing fees for raffles will be minimal, Floro said. He Explained that the county did not want to create another tax and BID REJECTED The McHenry City Council recently rejected a bid from Beit Miner, owner of Royal Terrace, for a landlocked parcel between the nursing home and West Campus. Councilmen felt the $3,500 bid was not enough. Alderman Bill Bolger voted pginst the motion to reject. Raffle license fees have been set according to the retail value of prizes. For raffle prizes less than $500 the license fee will be $5 ; $500 or more but less than $1,000 will be $15; $1,000 or more but less than $10,000 will be $25; $10,000 or more but less than $100,000 will be $35 and for prizes valued more than $100,000 the license fee will be $50. Because, on some occasions in the past the raffle prize money has not been available to win ners, Floro said the new or dinance has a bond requirement. Applications for raffle licenses can be made at the county board office in McHenry County Courthouse. Hie licenses shall be issued only to bona fide charitable, educational, fraternal, labor, religious and veterans organizations that operate without profit to their members and which have been in existance contiually for a period of five years or more. In other business, the county board: -Adopted resolutions Authorizing the issuance and sale of industrial development revenue bonds to Sage Products of Cary in the amount of $1.5 million. Sage Products is a manufacturer of disposable medical devices which it markets directly to hospitals. Hie firm has been in business for 12 years, moving to Cary four years ago. -Received a Finance Com mittee report that stated "financially the county is in pretty good shape, providing a lawsuit is not filed for back interest on collection of taxes." --The county's tentative budget for 1964-85 is being prepared by the Finance Committee. The board Tuesday-"for tentative budget purpose s only"--approved salary increases to be plugged into the budget in the amount of four percent plus a merit in crease of 2.5 percent.
