Woodward, son of Mr. and Mrs. Harold L. Woodward of Wonder Lake, recently returned from two- weeks of annual active duty training at Naval Air Station, Barbers Point, Hawaii. He is a member of Patrol Squadron 60, Naval Air Station Glenview. While in Hawaii, the squadron supported an extensive training program for transition into the Lockheed p-38 "Orion" aircraft. RICHARD THIEL Sgt. Richard J. Thiel, son of Gerald W. and Arleene D. Thiel of McHenry, 111., has reenlisted in the U.S. Air Force after being selected for career status. Assigned at Macdill Air Force Base, Fla., Thiel was aproved for reenlistment by a board which considered character and performance. He is a telephone switching equipment specialist with the 1928th Communications Group. ROBERT FOSS Marine 1st Sgt. Robert A Foss, son of Marcella J. and Harold T. Foss Sr. of McHenry, recently participated in "Teamwork '84". He is a memer of Fifth Battalion, 10th Marines, Second Marine Division Camp Lejeune, N.C. "Teamwork '84" was a NATO exercise to test the ability of NATO forces to reinforce and resupply Northern Europe under winter conditions. It took place in the North Sea, Nor­ wegian Sea and North Atlantic areas. More than 150 ships and 300 aircraft from NATO coun­ tries, including more than 30 U.S. Navy ships were involved in the exercise. PHILIP CASE II Philip A. Case n, son of Philip A. and Shirley G. Case of 210 Pleasant View Drive, McHenry, has been promoted in the U.S. Air Force to the rank of airman first class. Case is a con­ struction equipment operator at Nellis Air Force Base, Nev., with the 820th Civil Engineering Squadron. JAMES KEATING James M. Keating, son of James M. and Sharon P. Keating of 7107 N. Spring Grove Road, McHenry, has been promoted in the U.S. Air Fqrce to the rank of airman first class. Keating is a jet engine mechanic at Clark Air Base, Philippines, with the 3rd Component Repair Squadron. ROY BREEDE Sgt. Roy H. Breede, son of Geraldine A. Kuck of 2505 W. Country Lane, McHenry, has been decorated with the Army Achievement Medal in Pir- masens, West Germany. The Achievement Medal is awarded to soldiers for accomplishment, meritorious service or acts of courage. Breede is a senior investigator with the 42nd Military Police Group. His wife, Deborah, is the daughter of Robert A. Veugeler of 308 Oakleaf Lane, Lake-in-the-Hills, 111., and Sandra L. Nebel of 2704 Shore wood Drive, McHenry. STEVEN SISK Air National Guard Airman Steven P. Sisk, son of Barbara J. and Everett L. Sisk of 1105 Florence, McHenry, has been assigned tb Sheppard Air Force Base, Texas, after completing Air Force basic training. During the six weeks at Lackland Air Force Base, Texas, the airman studied the Air Force mission, organization and customs and received special training in human relations. In addition, airmen who complete basic training earn credits toward an associate degree through the Community College of the Air Force. The airman will now receive specialized instruction in the aircraft maintenance field. Districts. Balloting will be conducted by mail. Members of the CUB board administer and set policies of the statewide utility rate­ payers' watchdog group, which was organized under legislation passed by the Illinois General Assembly in 1983. The interim board of 11 was named by the Governor and Illinois' four legislative leaders earlier this year. In announcing the election schedule, board member Edna Summers, a former Evanston alderman, who chairs CUB's election committee, stressed that CUB will strictly enforce its guidelines. "The elected CUB board will be truly representative of the concerns of utility ratepayers all over the state," said Summers. "But we must see to it that the candidates who are running conduct themselves well. That's the only way the new CUB board can retain the confidence of its members." Candidates seeking election will be required to submit nominating petitions containing the valid signatures of 30 CUB members in their Congressional District, or 5 percent of the total membership in that district, whichever is less. Petitions will be available from CUB on August 23. Petitions must be filed no later than Oct. 23, with certification scheduled to close on Nov. 1. Once candidates are certified, they will be provided with the names of fellow CUB members from their district. Ballots will be mailed to all CUB members on Dec. 3. The close of balloting will be at 8 p.m. on Saturday, Dec 22 All candidates will be required to sign financial disclosure and ethics statements, and will be required to limit their campaign spending to $2,500. In addition, candidates will be required to sign a statement which obliges them to utilize the CUB mem­ bership list for nothing more than proper campaign purposes. The penalty for improper or unauthorized use is potential forfeiture of a CUB board position, should that candidate be elected. With few exceptions, any CUB member is eligible to run for the board, provided he or she is 18 years of age and has met all certification requirements. Under state law, however, the following persons are ineligible to run for the CUB board or to serve on it: directors, officers, employees or agents of public utility companies or their im­ mediate families; elected public officials or candidates for elected public office; staff members or paid consultants of CUB; and state public officials, employees of the Illinois Commerce Commission, or governmental employees exempt from the Illinois Per­ sonnel Code. "We're anticipating a spirited election," said Summers, who is not a candidate.
