Thompson recently signed legislation aimed at holding down the cost of health care in Illinois. ;'With the Illinois Health Finance Reform Act, the state haws taken a critical first step toward containing the cost of health care," the governor said. "For the first time, consumers ami payors such as insurance companies will be able to obtain basic information from hospitals on fees and prices. Ttiey will be able to compare prices And they will be able to m$tke judgments based on in formation never before available to them "This bill, by itself, will not contain all health care costs. But with this action, we have established a new direction and set our sights on a stable health care environment." Senate 495 takes effect im mediately. Major provisions of the bill include: -Creation of an 11-member Health Care Cost Containment C ouncil to collect data on the cost of hospital care and hospital finances and to recommend, by March 1986, additional methods for keeping health care costs down. The new law sets as a goal limiting hospital price increases to the general rate of inflation. If hospital costs rise faster than the rate of inflation, the council will make recommendations, including regulatory steps, to prevent further excess price increases. The measures would be introduced in March of the year following the ^ear in which the excels increases occurred. -Medicaid rates will be negotiated for hospital services. - The council will gather price information which will allow comparisons to be made by specific diagnosis among hospitals. Hospitals will begin to provide data in January 1985. Hospitals under 50 beds will be considered exempt, as reporting would be a liardship and the data is un necessary in facilities of that size. The Veterans Administation announced that it is raising by one-half percentage point the funding fee collected by VA in connection with all guaranteed or direct loans closed on or after August 17. VA Administrator Harry N. Walters said the increase, from one-half percent to one percent, is made in accordance with requirements of the Deficit. Reduction Act of 1964. Walters said the only exceptions afe loans made to veterans receiving VA compensation for service-connected disabilities. «or to surviving spouses of veterans who died in service or as a result of a service- connected disability. The one percent funding fee must be collected in connection with all types of VA-guaranteed loans, including refinancing loans and interest rate reduction refinancing loans, home im provement loans, Graduated Payment Mortgages, Growing Equity Mortgages, and loans with buydown plans. The fun ding fee may be included in the loan and paid from loan proceeds without regard to provisions limiting the loan amount to the reasonable value of the property, according to VA. The current interest rate for VA home loans is 14 percent. •Save on Detergents Soaps, Bleaches Spotless Dish Drying Tkeuttol fteptocm&d Window GUARANTEED LOWEST PRICES IN McHENRY COUNTY!
