Club maintains old-time herb garden near museum For the fourth year, members of the Kishwaukee Valley Garden Club have continued to maintain and expand gardening projects at the McHenry County Museum in Union. Most important of the efforts centers around a pioneer herb garden that club members planted near the society's 1847 Luke Gannon log cabin. The herbs are identified and their uses explained. The museum is open Wed nesday, Saturday (through August only) and Sunday af ternoons from 1:30 to 4:30 p.m. New parking cards that will allow temporarily and per manently disabled persons greater access to designated handicapped parking spaces are now available through the Secretary of State's Office. Sec. of State Jim Edgar asked the General Assembly to authorize his office to issue uniform handicapped parking cards after many municipalities began adopting inconsistent handicapped parking policies that made cards issued in some cities invalid in others. "These new cards will eliminate confusion and ensure that handicapped parking' facilities are available to all disabled persons, whether or not they have access to a car with handicapped license plates. "The special cards are durable and easily transferrable from one vehicle to another, which will make it easier on disabled persons who rely on friends and relatives," Edgar said. Edgar said the new parking cards are one of several recent changes that will improve ac cess for disabled persons. Other developments include: -Legislation that went into effect July 1 expands the definition of "handicapped person," extending the right to use specially-designatefd parking spaces and facilities to persons who are blind, have cardiac or respiratory con ditions or cannot walk without braces or other prosthetic devices; -Recent legislation now allows motorists to put handicapped plates on pickups, vans and other small trucks which should normally have "B" truck plates. -Families may now obtain two sets of handicapped plates, rather than just one; -For the first time, "vanity" license plates are available featuring not only the motorist's personalized message, but also' the international accessibility symbol. Three to six letters or letter-number combinations will be allowed. John 385-1072 Edgar said he asked the General Assembly to expand the definition of "handicapped" because "many people have difficulty walking great distances, even though they may not be in a wheelchair. By broadening the definition, the special „ parking facilities will benefit thousands of additional people such as those who are blind or have a temporary need for braces in order to walk." "All these new policies reflect a growing public interest in giving the disabled greater freedom and self-reliance," he said. "People are not getting equal treatment if they are not given equal access to highways and parking lots." Almost 17,000 handicapped license plates have been issued since they first became available in 1975. To prevent improper use of the special plates and cards by people without disabilities, written verification of a disability signed by a physician is required. People with per manent disabilities will be eligible to receive orange parking cards good for two years. People with temporary disabilities lasting at least 12 months will receive green cards.
