Crystal Lake) recently spoke at a meeting of the River Front Federation on legislation which placed the question of the Chain of Lakes-Fox River Water 1MB Management Act on the November ballot. Sehaffer explained that the legislation, which was recently signed by Governor James Thompson, will call for a referendum in the sections of Lake and McHenry Counties that surround the Chain of Lakes and Fox River, to decide whether a Water Management Agency will be created. If the voters decide to create such an agency the first board will be elected in April of 1985. Three board members will come from Lake County, three board members will be elected from McHenry County and the chairman will be elected at large. If passed by the voters on Nov. 6, the new agency would be charged • with the im­ plementation of plans to maintain and improve the Chain of Lakes and Fox River Waterway system. The agency would have the power to conduct dredging projects, flood prevention projects, water quality programs, boat safety programs and in general, work to promote and upgrade the recreational waterway. The new agency would be funded exclusively by a boat fee on recreational and commercial boating but would not have the authority to levy a fee on anything other than boats. In addition, it would not have the authority to levy any kind of tax 9n property, income or sales. Sehaffer indicated, "The boat fee revenue source is the most equitable since it would allow everyone, including the thousands of out of town boaters who use the Chain of Lakes and Fox River, to help support the programs. In effect, the people who would get the most benefit from the new agency would provide local support." Sehaffer went on to say, "The agency could also receive financial support from the federal government, state government and other local units to pursue its programs." He also pointed out, "There is a half million dollar line item for the Chain of Lakes-Fox River area in this year's state budget that could be used by the new agency to begin its dredging program." The McHenry County Defenders conduct two drives each month in McHenry, scheduled on the first and third Saturdays of each month. The drives are held at McHenry Community High School West Campus, 4724 W. Crystal Lake Rd., from 9 a.m. to 1 p.m. Co-sponsoring the drive Saturday, Aug. 18, will be the Lake County Defenders, a two- year old environmental organization. Protecting and preserving the environment is their goal. According to Bob Coniglia, chairman of their recycling committee, they will apply their share of the proceeds to their operating budget. Much of what is usually sent to a landfill can actually be recycled, according to a Defender spokesman. For example, newspapers, "tin" cans which have been rinsed and flattened, glass containers from which all metal and plastic have been removed, used motor oil, aluminum scrap of all kinds, and brown paper bags and cardboard tied in easy to handle bundles. The drive will not accept magazines or junk mail as these items cannot be recycled. * During the summer months} the price of aluminum fluctuates daily. The Defenders will buy 100 percent cans at a rate based on the current price. To get the most for your cans ,(2 cent} extra per pound) the cans should be crushed and clean. DUCK STAMP Judging of Illinois' Duck Stamp art competition will be held Aug. 25-26 in Decatur as part of an Illinois Waterfowlers' Weekend, according to the Illinois Department of Con­ servation. The winning work will be on the 1985 edition of the Illinois Migratory Waterfowl Hunting and Conservation Stamp. State Sen. Area police investigating tire slashing incidents McHenry Police are in­ vestigating a series of tire slashing incidents that occurred recently in the Bonner-Meadow Lane area. Residents at 4808, 4812, 4813, 4900 and 4911 Bonner Drive all reported having tires slashed on their vehicles this past weekend. Vehicle tires at 1319 Meadow Lane were also victimized. Police are also looking into a series of furniture burglaries that occurred in the lobby area of several condominiums in Whispering Oaks. Two chairs, a table, a book­ case complete with books, a flower arrangement were all taken from various residences cm Oakwood Drive.
