SEPTEMBER 2». 1884 Business Below-rate loans available Employment outlook dims slightly McHenry State Bank was announced Monday as one of several Illinois financial in­ stitutions chosen to distribute mortgage loans at below-market rates. The bank will issue $1.6 million in 90-year fixed rate mortgages at 10 and three quarters interest per annum. The money is being made available through the Illinois H o u s i n g D e v e l o p m e n t Authority, which was established tby the Illinois Assembly to assist in providing housing for eligible low and moderate income residents of Illinois. According to Thomas Bolger, president of the local bank, the authority issues tax exempt revenue bonds and makes mortgage loans from the proceeds of the bonds. "They give the money out to designated financial institutions to process the loans, and we are one designated for this area," said Bolger. There is a "lot of red tape and lots of stipulations" to be dealt with in applying for the loan, he said, but com­ mented, "It's going to be great, particularly for young couples starting out without a big down payment. That's what it's designed for." McHenry State Bank's $1.6 million will be issued locally, for properties located in McHenry County. Only first time home buyers who have a signed sales contract are eligible for the loans, according to Richard A. Lane, vice president in charge of lending. Registration forms are now available at the bank. On Oct. 22 the bank will hold a drawing from all registrations. At that time, loan applications will be accepted from those persons whose names are drawn. This is reportedly the fourth issue of this particular type of bonds through the Illinois H o u s i n g D e v e l o p m e n t Authority, the first being last summer. Bolger said that in the past, the funds were dispersed to the larger Illinois banks. He said this was the first time a McHenry County bank was accepted for the program. A total of $82 million in bonds were sold. " REAL ESTATE CLASS Real estate transactions, the basic course needed to obtain an Illinois sales license, will be offered in October at Red Carpet Wesley Realty, 388 Liberty, Wauconda. Kupstis, assistant cashier at McHenry State Bank, recently graduated from the "School for Bank Administration." He was among 500 bankers who completed the three-year program of advanced banking study held at the University of Wisconsin, Madison. The school,- conducted an­ nually for 32 years, is the banking industry's leading provider of technical education in the area of professional bank management. Students con­ centrate in one of five areas of specialized study: audit, bank operations, community bank management, controllership or trust and financial services. Kupstis majored in bank operations. \ The school was sponsored by the Bank Administration In­ stitute, which is the primary research and professional development resource for the banking industry. A McHenry resident, Kupstis has been with McHenry State Bank for'l7 years. BUSINESS DEGREE Daniel E. Coughlin, of McHenry, was one of 452 students to complete degree requirements during the summer session at Western Illinois University, Macomb. Coughlin was awarded a bachelor of business degree.
