The centers' toll-free phone number is 1-800-252-6565. The information for today's column was provided by the Illinois Department of Public Health and the Nursing Home Hotline office, with the cooperation of the Illinois Council of Churches. Senior Action: Q. I have evidence that a relative of mine is being neglected, abused, and under­ fed in a nursing home. What can I do? A. Call the Nursing Home Hotline, 1-800-252-4343 (This is a toll-free call.) The Hotline was established to provide response to complaints and inquiries about nursing home care. A call to the Hotline will connect you with a social worker or an administrative assistant at the Illinois Department of Public Health, the agency responsible for enforcement of nursing home regulations. The Hotline is open 24 hours a day. Q. What will happen when I make the call? ; A. First tell the operator whether you are calling to register a complaint or simply to ask for information. If you are calling to make a complaint, the operator will determine the immediacy of the problem. If a life-threatening situation exists, an investigator from the Department of Public Health's Division of Enforcement will be notified immediately. If necessary, residents will be moved to a safe place. Once residents are safe, the home will be investigated. Corrections will be made, if possible. The home may be closed tem­ porarily until safe conditions can be assured. If the complaint is not life- threatening but does indicate that the home is not in com­ pliance with nursing home regulations, the case will be referred to the Division of Enforcement within the same day of the call. An investigation will identify problems that need to be corrected and al will be made to bring the into compliance regulations. j Non-regulatory complaints will be referred to the Depart­ ment on Aging's Nursing Home Ombudsman program for^ follow-through. Inquiries and complaints which may involve an agency of government other than Public Health will be referred to the appropriate agency. Such case might involve the Department of Mental Health and Develop­ mental Disabilities, the Department on Aging, Guar­ dianship and Advocacy, Public Aid, Rehabilitation Services, or others. Q. Do I have to give my name when I call? - A. No, you do not have to give your name. Anonymous call are investigated the same as those which are identified. If you would like to receive a notice of final determinatibn on the investigation prompted by your call, you need to leave your name and address. Giving your name and the name of the nursing home resident, as well as the resident's room number, helps the investigator conduct a thorough investigation. If you are reporting an instance of abuse or neglect, the in­ vestigator will want to talk to the resident involved, as well as other residents in the home. One resident will not be singled out to be interviewed Confidentiality for both the resident and the caller is assured by the Department of Public Health. ' t * Q. I am visiting and com­ paring nursing homes in my town, because I think I will have to put my father in a residential facility soon. Can I find out if any complaints have been made about the homes I am con­ sidering? A. Information on homes state-wide will be computerized and available from the Hotline staff within a few months. In the meantime, Hotline staff will provide you with the telephone number of your nearest Illinois Department of Public Health office. The local IDPH office can give you information about individual homes. The Hotlihe staff may be able to suggest some alternatives to institutionalization, such as Community Care providers. The 4- H program year begins annually on Sept. 1 and ends on August 21. As the new 4-H year begins, many young people are enrolling or re-enrolling in 37 presently established 4-H clubs in McHenry County. "Now is the best time to become involved," says Widolff, "by joining an existing club or starting one in your community or neighborhood." If no 4-H club is located in a community, the McHenry County University of Qlionis Extension Office can help you start a new 4-H club. Widolff suggests, "To start a 4-H club you need one volunteer leader and five youth. The club needs to meet six times before August 31." "Starting a club is as easy as 1-2-3," states Widolff. "1. Contact me for information on the 4-H club program and help in developing a plan. 2. Recruit prospective members and families, and 3. Conduct a in­ formational meeting and make plans to follow up with the first club meeting." As the groups meet and become organized, each member and leader receives literature to assist them in learning about their chosen areas and together they learn by doing. New 4-H clubs are always needed to allow more youth the opportunity to experience 4-H. The idea of 4-H and 4-H clubs goes back to the early 1920s. The same goal of helping young people to "learn by doing" is just as current today as then. 4- H programs can be offered in he form of a traditional 4-H club that may offer many projects and activities or it may be organized around one project, activity, or interest area af young people. In either case, the program is guided by com­ munity youth and adults with assistance from the McHenry County Cooperative Extension staff. 4-H programs offer many opportunities for urban as well as rural youth. Belonging to a 4-H group of­ fers many opportunities for youth and parents. It gives them a chance to learn and have fun together; to meet, make and retain new friends; tefi&in and share new ideas ;ft)d ex­ periences, to travel; to take part in numerous 4-H,'Activities such as music, drama*$rts and crafts, fairs, andbneamps. Perhaps most importantly, it gives young people ff^Mmce to belong to a group wt$PPe they learn to make decisis for themselves and theirtw*group.
