The system supports economic development research now being J L NIU's Center conducted b^-,1 Governmental Studies. for Richard Dahlberg, a geography professor and director of the car­ tography laboratory, says the data center has acquired im­ pressive capabilities and is able to tap 1980 census information with up to 155 variables. The center also has access to Dun & Bradstreet business files. Together, the two research units are "Building a system that enables one to interrelate a varie­ ty of census and other types of data for Illinois ZIP code areas, metropolitan census tracts and blocks," the director explains. While the census data provides p o p u l a t i o n a n d h o u s i n g d e m o g r a p h i c s , t h e D u n & Bradstreet records of Illinois firms provide a broad picture of employee earnings and occupa­ tional codes. Dahlberg notes that there are a quarter million businesses in Illinois. "If you want to look at firms that are growing...or have an em­ phasis on high tech, we can1 display those factors in spatial terms," Dahlberg explains. "With a geographic information system, you can query the file, for exam­ ple, and • ask questions about where the growth sector is in rela­ tion to legislative districts." he continues. Ruth .Anne Tobias, director of the Census Data Lab, says the N I U c e n t e r i s p a r t o f a cooperative network called Il­ linois State Data Centers. Tobias explains that the development of t h e g e o g r a p h i c i n f o r m a t i o n system began last spring and will continue to be of use to legislators, local government and private in­ dustry. Using the system, she explains, a researcher can indicate a point by ZIP code, search through the map files to locate a particular type of industry already located in the area and note the legislative d i s t r i c t . I f a p r o s p e c t i v e developer or business executive were considering a site, the system couid provide information on the population demographics and the types of businesses and in­ dustries already in the area. "We have the capability of do­ ing resource inventories by remote sensing methods as well as a e r i a l p h o t o i n t e r p r e t a ­ tion, "Dahlberg explains, defining "remote sensing" as the use of heat, radar, or any other kind of system that generates data from a distance. "Practically speaking, today we're talking about aircraft and s a t e l l i t e i m a g i n g . S a t e l l i t e systems broadcast their data, sent by radio to earth and picked up by antenna systems. They can't record directly on film but rather capture it as digital pictures. But, up to the present time, there is no system that gives the kind of detailed picture that photography does. "One of the exciting things about the space shuttle is that It will permit the use of large frame aerial cameras, capable of doing §ome very fine aerial mapping." Besides NIU's work on the statewide geographic information system, the cartography lab has done spatial analysis and mapp­ ing for numberous units of govern­ ment and private industry. Includ­ ed have been an inventory of forest cover in two Illinois coun­ ties for the state Department of Conservation, school atlas plates for Rand McNally, base maps for the Kane County Development Department to be used in planning and flood plain management, a land use plan for McHenry Coun­ ty, and a series of maps for the Northeastern Illinois Planning Commission. Help is underway for farmers just starting out in agriculture and financial assistance will be made available to farmers who want to invest in soil conserving farm equipment.
