(killed) an amendmentpressing Turkey into withdrawing its troops from the Republic of Cyprus. Turkey has occupied Cyprus since 1974, defying a United Nations declaration that Cyprus is a sovereign state. This amendment sought to withhold $215 million in military aid to Turkey until after it withdrew from the Greek-Cypriot area of Famagusta-Varosha. Richard Luger, R-Ind., said the amendment would antagonize a valuable ally and "undermine the prospects for diplomatic progress in Cyprus.' Illinois-Dixon voted no. Percy did not vote. SYNFUELS - The Senate rejected, 37 for and 60 against, an amendment to rescind $9 billion that had been obligated to the Synthetics Fuels Corp. Later, the Senate approved rescinding of about $5 billion. The latter scales down the synfuels program, but keeps it alive against the wishes of President Reagan and other critics. The corporation is funding several other companies in their at tempts to extract fuel at competitive prices from tar sands, oil shale, coal and other sources. Sponsor Bill Bradley, D-N.J., said the "with deficits at $200 million annually, we simply cannot afford to continue guaran tying a few companies $60 to $90 a barrel of oil." Illinois-Dixon voted no. Percy did not vote. Public pulse Finger pointing expected Dear Editor: This is in response to the letter written by Virginia Kapelanski regarding tne Johnsburg Library District. The supporters and the op- posers are both very adamant about their points of view and fingerpointing occurs in any highly' controversial issue. That's part of controversy. The main issue of the op position has always been clearly stated. Raising taxes any higher in this district can be a real hardship for many of the residents. Our taxes are high enough. Many of the people, don't realize that the other local library districts have three times as many taxpayers to support them. Along with taxes, many of the previous supporters are on the .borderline of opposition due to "the way the library was finally approved as a taxing body. This also has an awful lot to do. with the fact that no viable solutions or compromises have been found. You do not need to attend library board meetings to be informed. The board does not feel that the viewpoint of the opposition is valid, and vice versa. Both sides must realize that each is entitled to their own convictions. To organize the library, only 100 signatures were needed. To dissolve the library, petitioners need signatures of 25 percent of the registered voters in the district. The library was voted in with 700 votes and won by a small margin. At that point, then decide is this a true asset to the community or of the few people who sought to organize it?
