"McHenry County townships do not uniformly pay for medical care for the indigent and, as elsewhere in Illinois, many dentists and Physicians do not accept Medicaid reim­ bursement." "Further, the county health department has been unable to find sufficient number of Physicians to staff public clinics, therefore primary care for the medically indigent is very limited," accuses the HSA- KLM's Annual Implementation Plan (AIP) for 1985-86. The plan was released for public com­ ment by the agency's Board of Directors during its November meeting. To try and make traveling easier for motorists, the Illinois State Police have again set up their weather phones. "Each county hospital should work with the physicians on its staff to develop a rotating referral system for low income and Medicaid eligible women to insure that each woman receives a minimum of 10 prenatal visits," says the plan. "Hie hospital should also provide continuing education to physicians and radiology staff regarding the use of x-rays on women of childbearing age and the use of potentially harmful medications," is the way the play says its goals can be achieved. The HSA-KLM says this action will be good for the county's poor as well as for the hospitals. "Many medically indigent individuals lack access to primary care services and inappropriately utilize hospital- based services should a cafr dition remain untreated until emergent problems arise." . Fostering access to primary care settings for the medically indigent population will help in cost containment efforts, (avoid) unnecessary utilization of hospital based services (such as emergency rooms) and improve overall access to care by this defined population," concludes the plan. To accomplish this end, the HSA-KLM plan wants the county and county medical institutions to establish a clinic program for the medically indigent at an estimated cost of $40,000 with $34,000 going for personnel and the remainder for equipment, facilities and miscellaneous 20% OFF regarding the AIP will be held in January, according to HSA-KLM officials.
