Greg Lindsey, executive director of the McHenry County Defenders, early this week renewed his call for a voluntary moratorium on landfill ap­ plications. Lindsey said the moratorium should last until the county board has an opportunity to thoroughly review the recommendations made by the McHenry County Waste Study Advisory Committee. On Nov. 27, McHenry County Landfill, Inc., applied.to the county for a permit to build a landfill and recycling center two miles north of Huntley. One day earlier, the McHenry County Waste Study Advisory Com­ mittee held a public hearing on the committee's suggestions, lindsey said the board probably will not see the waste study panel's document until Dec. 18. -By applying for a landfill before the county board has reviewed the committee's recommendations, Jim Veugeler, president of McHenry County Landfill, has pre-empted a careful review, Lindsey said. County board members have until late January to hold a public hearing on the Huntley landfill proposal. Lindsey said forcing the board to consider the application while it is also reviewing the waste study panel's plan, could hurt the review of the plan. The only, way county officials could reject Veugeler's proposal, Lindsey said, would be to reject it on at least one of six points. The six determining points include: the need for a landfill in the area; the landfill is built with public safety, welfare and health in mind; negative affects on property valuesare minimized; the fill is either rloodproofed by Illinois Department of Transporation standards or is outside of the area's 100-year floodplain; the chance of accidents is minimized by the landfill's design; existing traffic flow must not be greatly changed by the fill's location. * Lindsey and the Defenders believe the county should hire consultants to determine an appropriate site for a landfill, and then take bids from area sanitation firms to operate the landfill. "If (Veugeler) doesn't with­ draw his application, opposition to his site will increase and I think it will culminate in the hearings," Lindsey said. Asked what the chances are that Veugeler will reverse his actions, lindsey said he did not know. "We're one-for-one in withdrawals," he joked, referring to Waste Management, Inc.'s, with­ drawal of a landfill proposal last year. "We'll see if Veugeler will, too," Lindsey added. Even if Veugeler's application lives until the hearing stage, it could run into rocky ground if the board adopts certain key passages of the waste study committee's report. A major provision the waste study insisted upon in its study is county ownership of any new landfill. Last week, Veugeler announced he would allow such an arrangement to be made. Lindsey rejected this, too. He said Veugeler would be giving ownership to the board on his conditions. The board must be "in the driver's seat" on a landfill contract, according to Lindsey.
