Bartlett explained that the projected credit hours for 1984-85 are 45,369, compared to 49,770 in the adopted budget. The decrease of 4,401 credit hours reflects an 8.8 percent difference between the adopted budget and the mid-year projected budget. The decrease means the adopted budget will be short $114,954 in tuition and fee revenues. "This represents a downturn in enrollment ... This is not a dramatic downturn. The staff has done a super job with the situation. A budget is a plan. In the past, we were managing growth. Now we are managing decreases in enrollment." According to Bartlett, the decrease in revenue will be partially offeet by an increase of $18,600 as a result of a class action • suit concerning distribution of tax monies collected by the counties and an increase in the interest earned on the original issue of working cash bonds in 1979, Bartlett explained that MCC is not alone m having falling enrollment figures. He noted that Oakton Community College, Elgin Community College and Rock Valley Community College are all down 12 percent in enrollment.
