) / Health dept. can make disposal site inspections lenry County Health, as one of The McHenn Department of: 'its required Environmental < Health Programs, offers a Solid Hie purpose of the program is .to eliminate vectors, nuisances, * sad the transmission of disease - organisms. The local health department is required to 'provide personnel to perform ^inspections, investigations, ^surveillance, enforcement and administrative activities for that panose. Each program is * required to include a record of all solid waste disposal collection companies providing I f i-'ait f service within the jurisdiction of the county and information related to the type of vehicle, frequency of collection, tran- sporation routes and final disposal sites. Also, a record of permitted landfills mtist be maintained. The requirement in the past has been somewhat a duplication of the requirements of the Illinois Environmental Protection Agency under state statutes, which require the IEPA to permit landfills and other disposal sites and to monitor and take enforcement action against the sites as required. The McHenry County Board, along with McHenry County Board of Health and the Department of Health have signed an agreement with the Illinois Environmental Protection Agency whereby the health .department will be conducting the monitoring of certain types of waste disposal sites within McHenry County. J The first step of the agreement is to have one staff member from the health department trained by the Illinois EPA and certified by the EPA as being qualified to make the inspections. Upon com pletion of training and cer tification, the health department assumes the responsibility for monitoring the sites. As a part of the monitoring program, in addition to making on-site inspections, the health department will be obtaining samples from the monitoring wells involved at local sites and will have a private laboratory to do the analyses. By the signing of the agreement, the health department becomes better qualified and more able to ef fectively respond to citizens concerns relative to these of waste disposal sites wit McHenry County. Jack Schaffer, (It- Lake) is urging of the 32nd District to itake advantage of a new 'deduction allowed on federal tax returns for state public utility >tax payments. Hie senator pointed out that the Internal Revenue Service r (IRS) has informed the Illinois Department of Revenue it will now regard Illinois utility taxes as sales taxes. "This means that on federal tax returns filed this spring, utility taxes paid during 1984 can be deducted from gross income along with sales taxes," he explained. Schaffer said more than a third of Illinoisans, some 1.8 million, itemize deductions on their tax returns and can therefore benefit from the new ruling. Those who do not itemize will not be affected. "It is important-to understand that the deduction for the tax is not built into any chart in the income tax instruction book," Schaffer said. "Those who itemize may deduct the actual amount of they paid in 1984, if they also keep records and deduct actual sales taxes they paid. Other wise, they may caculate the additional deduction by adding 10 percent to the amount of sales tax deduction allowed for their category and income in the sales YTOFEF JEWELERS Seminar on communication skills to begin in February at MCC Effective writing, public ? relations and advertising are : keys to success. ?.
