Public notification of planned substantial withdrawls is in­ tended to assess the effects of new wells on the water supply in the surrounding areas, not to give the SWCDs the power to regulate or restrict groundwater withdrawls. The owner of proposed wells which are capable of pumping more than 70 gallons per minute or 100,000 gallons of water daily are required to notify the SWCDs of proposed water with­ drawl prior to actual well construction. The Soil and Water Conservation District, in con- juction with the Illinois State Water Survey will determine the potential impacts of the water extraction. The agencies will- then make their findings public. Under the law it is a petty offense to extract water without first notifying the proper local authorities. It is hoped that well owners will voluntarily comply and compromise in the event of a negative review, and that negative impacts will be mitigated by adopting pumping schedules that will minimize the negative impacts.
