James Thompson's State-of-the-State address, two proposed amendments to the state constitution were in­ troduced in the House last week, according to state Rep. Richard Klemm, R-Crystal Lake. During the annual address, Thompson unveiled several new initiatives, including a "Build Illinois" program designed to revitalize the state's in­ frastructure and an education reform package recommending a significant increase in higher education funding. After the address, the House will consider the adoption of its permanent rules, Klemm said. In action last week, two proposed constitutional amendments were introduced as resolutions in the House. If approved by a three-fifths majority in both chambers, final approval of the constitutional amendments will be decided by the public on a general election ballot, Klemm said. The following are brief descriptions of the resolutions and other important bills introduced recently. Amendatory Veto (HJR 1). Would amend the state con­ stitution by reducing the number of votes needed ' to override a gubernatorial amendatory veto. Under the resolution, lawmakers could reject a governor's recom­ mendation for change with a majority vote instead of the 60 percent requirement. Critics claim Illinois governors have used the amendatory veto to the intent of legislation. Taxes (HJR 2)7Would amend the constitution by prohibiting the state from in­ creasing existing taxes or im­ posing new taxes unless three* fifths of the members of both chambers approve such changes. The resolution, however, would not require an extraordinary majority for approving tax increases needed to make payment on the state's debt. Used Car Protection (HB 85). Creates the Illinois Used Car Buyer's Protection Act. Under the act, auto dealers would have to provide a minimum 60-day or 3,000 mile warranty on the sale of all used vehicles with mileage readings of 36,000 or less. The warranty must at least cover the engine, transmissionr drive H minimum $100 fine. Those convicted would serve time in a penal institution other than a | penitentiary. The front page of the Jan. 30 edition of the Plaindealer displays a large photo captioned, "Winters more appealing side." Can you, or your photographer, explain the "appealing side" of telephone poles and power lines, what appears to be an electrical power station, and new-fallen snow blackened by automobiles crossing railroad tracks? Is it that the tracks head south, toward warmer climes? Chicago, south of McHenry, is an exciting place, but Tahiti is not. Or possibly, in Ayn Rand fashion, you are paying homage to the power station. But where's the appeal? Your photographer might have traveled a bit farther and photographed the pristine, snow-covered rolling mh« of Bull Valley. Or try a trip to Moraine Hills State Park to photograph cross-country skiers moving almost silently across the frozen countryside. More simply, a photo of children joyously descending snowy slopes on sleds or toboggans. Any one of these would display far more winter appeal than the lbiously chosen. Instead of the caption "win- insipid photo dubi ter's more appealing side," a more appropriate title would be "McHenry's more seamy side."
