Thompson announced that he will address a joint session of the Illinois Legislature Feb. 27 at 12:30 p.m. to outline his proposals for education reform and funding. "In my eight years in office, I have rarely requested time to address a joint session of the General Assembly. But I have asked for this time because of the seriousness of the subject," the governor said. "I think it is important for a governor to exert leadership and to give his own opinions on something as vital to the future of Illinois as education. My "State of the State" speech earlier this month was devoted to one topic-rebuilding Illinois so that we can get the jobs and put our people back to work again. A related and important part of that effort is educational reform and educational financing. "I asked the leadership if I could make two "State of the State" speeches this year and devote the second one entirely to education. They have agreed to that request. So I will propose my ideas for educational reforms and funding at that time. Thompson said his budget address, scheduled for March 6, will address his human services needs and programs in Illinois.
