Duane Andreas, superin tendent of schools, had recently expressed concern over a bill that passed the Illinois legislature which required that scnools and other taxing districts donate to the county jail interest money received by the county on tax monies collected. Andreas felt that the school districts and other municipal districts should receive the interest money since the county is only the collector of taxes and the county should not benefit from the position. He had expressed his concern to Edward Buss, chairman of the McHenry County Board, who replied, "It appears to me that the Illinois Senate in its own wisdom, decided that if you are to receive the interest on the money from the county, you should deduct the same from your tax rate. In other words you cannot have your cake, and eat it at the same time." "Whether they were correct or incorrect in their actions, I certainly do not know. But regardless of that fact, until the law is changed, that is the course of action we must all follow." Surviving is a son Charles of Lakemoor. He was preceded in death by his wife Kathleen, Oct. 29,1977, and his parents. Visitation at the George R.
