While not exactly a Tour de France and its 2.500-mile grind, it's a start, and may put even more Americans on wheels. The tour can also be called a spinoff from the Olympics. Davis Phinney. a bronze-medal winner in the 190- kilometer road race and his wife, Connie Carpenter, whose gold medal for the Women's Road Race was pthe first won by an American in the games, are scheduled to be the race's big attractions. "Going 1,200 miles is something that never hap­ pened in America," Phinney said on a recent trip to New York. "It will give a big boost to cycling. It is popular in Europe where people pop out of their houses to watch the racers go by. They also have big races on TV. . "But the Olympics undoubtedly made it happen here," he went on. "Five years ago, if you asked approval to use the roads from Florida to New York for a bicycle race, it wouldn't have happened." Twenty teams of five riders each using secondary roads start out April 23 in Bradenton and will finish in New York on May 8.
