MARCH 15, 19»5 Opinion/Politics Public pulse Johnsburg library board responds Dear Editor: We are taking this opportunity to answer the questions posed in a letter to the editor in the March 6 Plaindealer-Herald. The statement that the Johnsburg Library has a negative public image is not supported by statistics. To date, there have been 1,600 adult cards and 900 juvenile cards issued. In the last year, more than 26,063 books, records and video tapes have been checked out. Hiis amounts to more than 2,171 items per month. The statement regarding the "will of the community" must also be examined. By law, the district boundary must be changed when a referendum is brought to a vote. On the first and second referenda, the vote to establish a library district passed in the areas presently included. This can be verified by checking the vote counts in these precincts. Therefore, the people in the present district have voted favorably to have a library. Another statement asks for "an honest, unequivocal statement that it (library board) has not contacted contractors for a new building." Such a statement was made at the public forum meeting last Oc­ tober, which Mr. Schulz at­ tended. The matter was brought up and the board responded that there were no plans, nor had there been discussion for any change of location, purchase of property or plans being drawn up. This is still fact. Mr. Schulz asked us to explain why the community needs a library as long as there are libraries in the schools and in McHenry. Johnsburg is a lovely community and a library is a positive asset to the area as well as a service to the people. Johnsburg public schools have libraries tailored to the needs of their students and their services are only available during school hours, the establishment of the Johnsburg Library in the Northern Illinois Library System (NILS) also made it possible for the high school to receive NILS service. This seems to be quite a plus for our young people who need ad­ ditional information for research papers, etc. The McHenry library is available free only to City of McHenry residents and is several miles from the area serviced by the Johnsburg Library. In another paragraph, Mr. Schulz stated he would like to know why NILS, a tax-supported group, sent a representative in a "state-owned" car to take sides in a recent court case. NILS sent a representative because the Johnsburg Library is part of NILS. One of the basic reasons for library systems is to provide support for local public libraries. As for the "state- owned car," it is owned by NILS and all system employees travel in NILS cars when they are on system business. He also asks "why should our taxes, paid to support the Johnsburg High School, help pay for the newsletter to improve the library's image?" The Plain- dealer article said nothing about the Johnsburg High School printing the newsletter free-of- charge. Nor does the library expect this service to be done free. Two options regarding the printing are currently being studied by the library board. If Johnsburg High School is chosen to print the newsletter, it will be done so at rates established by the high school administration. And to answer the final question regarding why the library opposed the recent petitions, perhaps a review of all the above statements is the best explanation. It is quite possible many people signed the petition based on misinformation. The library board meetings are open to the public and the best way to know exactly what is going on is to attend one. The minutes are also a matter of public record and all the in­ formation here can be verified by reading public records. Dick Klemm, R- Crystal Lake, has been ap­ pointed to the House Committee on Appropriations II, the Committee on Counties and Townships and the Select Committee on Local School Districts, House Minority Leader Lee A. Daniels, R- Elmhurst, announced. "Dick served for over sixteen years as a member of township and county government in McHenry County," Daniels said. "He served three terms as a school board member and board President. As a legislator, he's been at the forefront on issues that affect county and township officials and our schools." The House Appropriations n Committee considers all spending legislation for human services, public aid and education in Illinois. The Committee on Counties and Townships reviews legislation affecting county and township government, as well as proposals dealing with other local government entities like , fire protection, parks, water, forest preserve, library and sanitation districts. The Select Committee on * Local School Districts is charged with developing ways to streamline school district ; operations. With more than 1,000 local school districts in Illinois, Gov. Thompson has ' called consolidation an integral part of school reform. Dear Editor: I am writing in regard to the letter which appeared in the March 6 issue of the Plain­ dealer-Herald. I am responding to one part of the letter con­ cerning the Johnsburg District Library. The entire letter will be responded to in a separate communication from the library board. Once again, Mr. Schulz has added to the confusion and misinformation concerning the Johnsburg District Library by presenting incorrect in­ formation as "fact." He states in his letter that he wants the library to "explain why Mr. Randy Bellinger, the librarian, should be paid a salary of $35,000 per year in a community where most residents are barely surviving on less than that with real estate taxes at their present level and rising." I am Mr. Randy Bellinger, the librarian, and my salary is $17,200 per year. Trie combined annual salaries of all three library employees is less than $29,500 per year.
