Help with emergency supplies of food have been given to 95 families during January and February. Too often our pantry shelves were bare, but we were able to give grocery credits at Sullivans to help out. FISH was able to lend a helping hand in emergency situations with utility bills, rent, prescriptions, clothing and transportation. During the last week of February the schools started to have food drives which in­ creased FISH's food supplies during March, and the pantry was able to again give generous bags of food. A person insisting upon anonymity donated $250 at Sullivan's to help FISH give food credits. St. John's of Johnsburg are very generous every month, they collected $187.35 as their March donation. The Mental Health Resource League donated $700 to FISH to cover the yearly cost of typing and mailing our monthly newsletters and schedules. A man in his eighties just recovering from surgery needs transportation to Elgin for treatment four-days-a- week for six weeks. His wife has just recovered from surgery also, and his daughter who is em­ ployed can take him every Monday. This certainly seems like a FISH-type helping hand. We will not be conducting an Easter Drive this year. Also, we have had many problems resulting from trying to place donations of furniture and ap­ pliances, mostly due to no storage facilities. Therefore, this chairmanship will be dropped. In the future, specific requests for items will be made in our publicity. At this date a small davenport and a refrigerator are needed. On Monday, April 29, at 2 p.m. at the McHenry Library in the lower level we will hold our first Annual Meeting of FISH of McHenry, Inc. All volunteers and interested persons are in­ vited and urged to attend. Discussion of its function will be held. Station WBBM had! been honoring a "Citizen 0f the Week" and last October Joan Bauer was chosen. She was interviewed on the air. Because of her report on the activities of FISH in McHenry she received several requests for information from people wishing to start FISH chapters in their home areas, which was very gratifying to Joan. McHenry County has been issued a final pro; is assessment equalization factor of 1.0, according to J. Thomas Johnson, director of the Illinois Department of Revenue. This factor, often called the multiplier, is the method used to achieve uniform property assessments among counties, as required by law. Equalization is important because some of the state's 6,000 local taxing districts overlap in two or more counties. If there were no equalization, substantial inequities among taxpayers would result. Under a 1975 law, property in Illinois should be assessed at one-third of the fair market property differently, with value. Farm assessed homesites and dwellings subject to regular assessment, but farmland assessed at one-third the agricultural economic value. Assessments in McHenry County are at 33.64 percent of market value, based on sales of properties during 1981-1983. Last year, the multiplier was also at 1.0. The multiplier is determined annually by comparing the price of individual properties sold over the past three years to the assessed value placed on those properties by the county assessor. If the three-year average level of assessment is one-third the market value, the multiplier is 1.0. If the average level of assessment is greater than one- third, the multiplier will be less than 1.0. If it is less than one- third, the multiplier will be more than, 1.0. A change in the multiplier does not mean total property tax bills will increase or decrease. Tax bills are determined by local taxing bodies when they request money each year to provide services. If the amount requested by local districts is not greater than the amount received the previous year, then total property taxes will not increase even if assessments increase. The assessed value of an in­ dividual property determines what portion of the tax burden a specific taxpayer will assume. That individuals' portion of tax responsibility is not changed by the multiplier. O'Malley, president of Northern Illinois Medical Center, (NIMC), announced that NIMC has received a full three- year accreditation from the Joint Commission on Ac­ creditation of Hospitals (JCAH). This is the highest award made by the national organization. "Hie award is significant," O'Malley said, "because it means a group of outside health care professionals compared us to thousands of hospitals across the country and found us to be an excellent provider of health care and services. Our participation in this process of survey evaluation demonstrates to our patients and to our communities that we are committed to maintaining high professsional standards for quality com­ passionate patient care." The commission is composed of representatives from five national health care organizations: The American College of Surgeons, the American College of Physicians, the American Dental Association, the American Hospital Association and he American Medical Association. Accreditation is a strictly voluntary process; there is no law requiring a hospital to participate in the stringent onsite survey. "NIMC concurs with the JCAH attitude that health care professionals can and should take the responsibility for evaluating and improving the quality of care they provide," O'Malley commented.
