Prior to moving to McHenry, he also served on the Wheeling Township Youth Commission and was a delegate in 1976 to the state Republican Convention. Teta has earned a Master's in business administration from Lake Forest Graduate School of Management and holds a bachelor of arts degree from Northwestern University. Birmingham, who is the custodian of all records and official documents of the township. He must give official notice of the annual township meeting, special meetings and certain elections. His salary is $6,500. Pitzen, who makes'$32,000 for appraising property, placing . values on property for tax purposes and the four trustees who make $100 per meeting for approving bills and decisions, and auditing township accounts.They are elected for four-year terms,as are all of the other township officers. The highway commissioner, John Regner, heads the towffbiip road district which is a distinctly separate governmental unit from the township board. He oversees tne construction, maintenance and repair of roads within the township. He also sets contracts, employs labor (currently seven workers) and purchases materials and machinery. His salary is $34,000. "I can spend up to $500,000 with no one's approval," Regner said. "'After that, I get the county's (superintendent of highways) ap proval. Regner, however, does not need approval from the township board. Adams and the trustees have no jurisdiction over the high way commissioner. ; ' (Continued from page 1) "I don't think it's right," Adams said. "If he has money in the budget, he can buy it."*And the only way we know he s buying something is because we pay the bills." "Hie librarian can't buy books unless she gets permission from a board," he said. "All taxing bodies in this state have a board except the township highway district. If the highway commissioner an swered to a board, it would be a moreefficient system.' Regner is well aware of Adams' feelings, and said that the supervisor and the board are probably, "jealous" of his job freedom. He said that it is his interpretation that all Illinois township supervisors and boards are working toward having complete jurisdiction over the rn*H commissioners. However, he said thecurrentadversaryatmospherecan be a good thing "because they're (the road district and the township board) dogging each other for what they believe to be the best thing. If one hand washes, the other, youprobably would have more potential for impurities in the system." Despite the probable loss of revenue-sharing funds, Adams said the future of McHenry Township looks promising. Besides the opening of the park, he sees the township "having similar powers as the city of McHenry." . _ _ , direction it takes may depend^heavily orfwhether people living in the township get involved or not. ' "The worst thing that can happen to democracy is let government officials go their own way...let them do what they'want to do," he said.
