MAY 10. 1*5 Small businesses favor utility advocate According to National Federation of Independent Business, small business owners in I l l inois s t rongly favor establishing a utility advocate office to represent smaller companies before the Illinois Commerce Commiss ion, and call for extending state prompt pay laws to include counties, niunicipalities and school districts. The National Federation of Independent Business-Illinois polled its nearly 17,000 members on these and other important topics to identify key issues for 1985. Don Robinson, Associate Director for the NFIB, reports that 66 percent of the respon­ dents favor legislation which creates an office of small business utility advocate. "Illinois small business presently has no representation before the ICC, yet pays up to 55 percent more than residential consumers for the same usage of ^Electricity," Robinson says, referencing a 1981 NFIB-Cabot Consulting Grbup study of electricity rates for com­ mercial, residential and in­ dustrial users. /"Since both classes cost the same to service, there is no tangible reason for the price differential.'* According to Robinson, the advocate will report to the Governor, General Assembly and the Citizen's Utility Board, and appear at any ICC hearings, appeals, , court cases or proceedings that would in­ fluence small-business utility rates. The legislation also calls for the advocate to establish a toll-free hotline for handling inquiries, comments and suggestions from small-business customers. In addition to supporting the small business utility advocate issue, 83 percent of the members polled favor legislation which requires local governments to pay interest on overdue bills. Two other issues which generated a strong response from NFIB-Illinois members aije telephone service pricing and Sunday business closing laws. Eighty percent of the members polled oppose the state adopting legislation which allows pricing local telephone calls on a per-call basis, similar to long distance calls.
