By Diana Saad United Press International ; : ' V .. • > ' " BEIRUT, Lebanon -- Moslem gunmen who hijacked a TWA jet last week acted "in a noble cause" and are still guarding 40 remain­ ing American hostages, an aide to. the Moslem leader negotiating for the hijackers said today. The statement by Col. Akef Haidar, a leader in Nabih Berri's Amal militia, came as final preparations were made at Arl­ ington National Cemetery outside Washington for today's funeral of a Navy diver slain by the hi- jackers. Haidar, a member of the Shiite Moslem militia's politburo, told western reporters in Beirut there had been no progress in negotia­ tions for the, release of the hostages. The hijackers and Berri -- who has taken personal respon^iblity for the remaining hostages since they were moved from the plane to undisclosed locations in Beirut Monday -- have demanded release of 766 Lebanese Moslems held in Israeli jails. Haidar Said today Amal had no direct control over the hijackers "but we trust the hijackers and we have their word the hostages will be treated as human beings." "They are doing something for a noble cause," he said of the gunmen. Berri has said he had control of the hostages and personally supervised their care, but Haidar said Berri's English is poor and he may have been misunderstood. "We don't have the military control... but we have the chance to see the hostages and we have a lot of our brothers who go to see them," Haidar said. Asked if any of the hijackers were members of Amal, Lebanon's most powerful but most divided militia, the colonel replied: "I don't think so. They are fiehters. They might be abyone. They are Shiites first of all. We are backing their cause." Berri, interviewed today on NBC's "Today" show, blamed the United States for the deadlock in negotiations. "I don't have good help from the American government and I don't see any advance," Berri said. When told President Reagan would hold him personally respon­ sible for the hostages, Berri said: "I accept it -- the responsibility -- of course (1 guarantee the hostage's safety) as long as I am the mediator." "When I see I cannot do anything, I will study again my position or I will continue or I will give up," he said. Aides to Berri said negotiations are in progress. Diplomatic sources in Beirut said Algerian Ambassador Abdelkrim Gharib was seeking a face-saving deal in,, which the Americans would be fiWd in return for a "binding pledge" by Israel to free its Shiiteprisoners. It was not immediately clear when Israel would be required to release the Shiite prisoners, who have not been charged with any crimes. In Jerusalem, Defense Minister Yitzhak Pabin told United States to "make up its mind" whether it wants to formally ask Israel to release the Shiites from jails near the Israeli port of Haifa. Reagan -- citing the U.S. policy against dealing with terrorists -- has not asked Israel to release the Shiites it rounded up during its oc- cupationof southern Lebanon. But Re!ti Cross officials said the United States asked them to ap­ proach Israel as go-betweens, ble Berri refused a U.S. Embassy request to allow Western cor­ respondents to visit the hostages today. At Beirut airport, Shiite gunmen guarding three TWA crew members aboard the hijacked plane reportedly fired several shots over the head of a Lebanese journalist who dressed up as an airport worker and slipped aboard the plane to get an interview. No injuries were reported. The 40 Americans have been held since Friday when Shiite gunmen comandeered TWA Flight 847 on a flight from Athens, Greece, to Rome. The Americans w e r e r e m o v e d f r o m t h e planeMonday and are believed be­ ing held in small groups som- where in west Beirut. Those with Jewish-sounding names were thought to be prisoners of Hezbollah, a pro- Iranian Shiite group known to have a more radical stance than Berri's Amal militia. Foreign exchange students need homes Rep. Philip M. Crane (R-Ill) introduced legislation which would establish a 10 percent flat rate income tax. Crane's bill sets a 10 percent tax on all "earned" income, that is compensation lor work or services provided. The. legislation would also repeal corporation taxes. No taxes would be paid on Social Security benefits or on any retirement income if that income has already been taxed once before. Also exempted from taxation would be income on dividends, interest and capital gains, ex­ cept there would be a tax on dividends if they were paid as a wage or salary. Only the cost to the employers of fringe benefits would be taxed. As a result, no-cost benefits, such as free airline for stand-by only riders 1 parking spaces on company property, would be tax-free. •Hie current $1,040 personal exemption would be replaced by an exemption of $10,000 per wage earner. No exemption would be provided for depen­ dents. If a husband and wife both worked, they would file seperate returns. In addition, wage- earning children would also file returns, with the first $10,000 of earned income offset by the personal exemption. < Crane's legislation sets a lone rate of taxation at 10* percent. This contrasts with President Reagan's proposal of three levels-15, 25 and 35 percent. Other bills introduced this vear also contain more than one level of taxation. On February 10, 1982, Crane introduced the. first flat rate income tax bill ever presented in the House of Representatives. Crane said he is willing to consider raising slightly the tax rate above 10 percent if the Department of the Treasury provides evidence that a higher percentage is needed to collect the same amount of taxes now brought in under the current tax code. Crane declared, "It is teresting to note that Treasury . Secretary James A. Baker DDt, , ; on a recent television interview observed, 'In an ideal world a 10 percent flat tax would be best. But we can't get there politically.' "I realise it is a difficult task, % but I do believe we can ̂a 10 percent .flat rate tax," said Crane.
