Pursuant to the plan of financing, the City proposes to issue and sell its Industrial Development Revenue Bonds, (McHenry Villa Associates, Ltd., Project), in an aggregate prin­ cipal amount of $7,500,000.00 (the "Bonds") and lend the proceeds thereof to McHenry Villa Associates, Ltd., a Missouri Limited Partnership, (the "Company") to finance the costs of the Project, to pay certain costs incidential thereto and to the issuance of the Bonds. The Project will be owned by the aforesaid McHenry Villa Associates, Ltd. Pursuant to the City's powers under the Industrial Project Revenue Bond Act of the State of I lllnois and the ordinance propos­ ed for adoption by the City Council in connection with the issuance of the Bonds, the City is authorized to issue the Bonds, and enter in­ to a Loan Agreement with the Company to provide the financing for the Protect. The Bonds are not general obligations of the City, or the State of I liinols or any political subdivision thereof and the prin­ cipal of and interest on the Bonds will be payable solely from amounts received pursuant to and under the terms of the financing arrangement between the City and the Company, any reserved funds created for the Bonds and investment earnings thereon. Neither the credit nor the taxing power of the City qr the State of Il­ linois or of any political subdivision thereof will be pledged for the payment of the principal of or interest on the Bond. The public hearing is required by the Tax Equity and Fiscal Responsibility Act of 1982.
