Scouts, Defenders hold drive Page 9- PLAINDEALER-HERALD, FRIDAY, JULY 5,1985 The McHenry County Defenders recycling drive, Saturday, July 6, will be co- sponsored by Boy Scout Troop 152. The drive is held from,9 a.m. to 1 p.m. in the parking lot of McHenry Community High School West Campus, 4724 West Crystal Lake Road, McHenry. Boy Scout Troop 152 is sponsored by the Lake in the Hills Methodist Church and North Elementary School in Crystal Lake. Richard Mc­ Dowell, scout master, and Mike McKay, assistant scout master, lead these boys, ages 10% to 15 years, in many worthwhile activities. Funds which they earn will help offset the cost of summer camp, go toward the repair of their canoes and canoe trailer, and purchase general equipment for the troop, ac­ cording to McKay. Citizens may help the Scouts and the Defenders buy bringing any of the following items to the drive: newspaper with -no magazine or junk mail included, glass containers with all metal and plastic removed, "tin" cans rinsed and flattened, used motor oil, aluminum scrap of all kinds, and brown paper bags and cardboard in manageable bundles. The Defenders will purchase 100 percent aluminum cans at the going market price. To get more for the cans, participants should crush them for 2 cents per pound extra. Also, an ad­ ditional bonus of 2 cents per pound is paid for lots of more than 100 pounds. Another recycling opportunity is available in McHenry on July 11 (the second Thursday) from 9 a.m. to noon. Jill Zwick and approved by the General Assembly June 26 prevents retailers and others who are victimized by bad check artists from being subjected to Service charges which make them"double victim." "This law clarifies that the reponsibility for an insufficient fund check rests with the person who bounced the check, not the victim. Unfortunately, a few banks have been charging retailers a service fee on baa checks. That makes them double victims and really adds insult to injury," Zwick said. "The retailer, in good faith accepts a check that bounces and then, not only has to take a loss on the check, but is charged a service fee for simply sub­ mitting the check for payment." Zwick's measure, SB 957, provides that unless the retailer or individual who receives the check knew or should have known the check was bad, the responsibility for any fee associated with processing the insufficient fund check is the responsibility of the person who wrote the check. The measure passed the House on a 78-25 vote. In May, the Senate approved the bill on a 50-5 vote. "I found these service charges particularly offensive because they were assessed against the victims. It simply goes against common sense to say the person who is bilked by the bad check artist should have to pay a processing fee to the Zwick said.
