N.H - City officials can't deny a promoter a license for a heavy metal rock concert just because they don't like rock music or its fans, a judge has ruled. Rockingham County Superior Court Judge Charles Contas said Monday promoter Mark Hildonen can seek a permit for a concert in Kingston. N.H.. if he meets certain conditions. Hildonen sought an injunction af ter Kingston officials said he could" not stage a planned Aug. by the heavy metal band Crue and another date Brvan Adams at the Fairgrounds. Iowa -- Officials at University Hospitals credit an experimental drug will saving the life of a 2-year-old Fort Madison girl who had taken an overdose of a strong heart medicine last weekend. Lisa Hemm climbed on a kitchen counter and reached a bottle of her mother's digoxin pills on an upper cupboard shelf, removed the child proof cap and took 40 times the normal child dosage of the prescription drug Saturday morning. Digoxin is a more purified form of the heart drug digitalis. The drug caused her heartbeat to become wildly erratic and to stop three times while doctors at the Fort Madison hospital attempted to Stabilize her condition Saturday evening. United Press International CHICAGO -- An Oak Park couple will not get $10,000 for taking care of Helen Brach's dog for six years until the missing candy heiress was declared legally dead, a judge has ruled. Cook County Circuit Judge Harry Budzinski ruled Monday there was no evidence to prove the Brack es tate agreed to pay for the upkeep of the dog, named "Luvey." Lawrence and Ramona Fox con tended a man from an animal pro tection agency, which apparently had custody of the dog, told them to keep track of costs incurred, includ ing food, veterinarian care and maintenance. They said the man, whom they called Gary Paul Pike, also told them if Brach were found alive, they would have to return the dog to her. Ramona Fox said that in August 1978, she and her husband saw a newspaper ad listing Luvey as "pet of the week." They then called the Oak Parte Village Humane Society, which in turn directed them to a Berwyn woman named Mary Walsh, she said.
