McHENRY PLAINDEALER_SectlonA Friday,August9,1985 Pag* 9 • • • Savings bonds coming back By David Flaum Scripps Howard News Service With interest rates down - and with them the rates that savers and investors earn on Certificates of Deposit, money market ac counts and bond yields - a 9.49 perceht return starts to sound pretty good. That's the rate the government is paying on United States sav ings bonds - at least until Nov. 1. Savings bonds were a forgotten savings and investment instru ment in the late 1970s and early 1980s when interest rates -- and returns on other forms o f i n v e s t m e n t -- soared. But, in late 1982, the government decided to base the savings bond rates on market interest rates and change them ev ery six months to keep up with market trends. That move, say ex perts, has become a major strong point of savings bonds. In addi tion, it doesn't take much money to invest in savings bonds and t h e r e a r e t a x * advantages. * But getting the high ' rates requires a long- term commitment of your money, advisers * point out. And, as with any interest rate-sensi- tive investment, there is interest rate risk. If you had bought a * Series EE savings 'bond when the vari able rate program J started in November 1982, your average > rate of interest so far J would be 9.92 percent, * says Sheila Nelson, ".public affairs special ist with the ILS. What you .earn when you cash in bond is based on the averages of the rates being paid for each t six-month period you | owned the bond, she explains. ijJ The rate is set at 85 Vpercent of the rates on " Treasury notes and bills with five years to t go until maturity, says ^Stephen Meyerhardt, •S manager of public af- Z' fairs of the Savings Bond Division. There is a guaran- * tee, too -- a minimum V7.5 percent. So, if inter est rates drop sharply, £»an investor may earn * jnore than he can get * elsewhere in the mar ket, Ms. Nelson points "out. *' The rates are gener ally higher than those aid on money market ccounts, short-term '.certificates of deposit and savings accounts. But, to get those rates, an investor must hold on to his bond for at least five years. "You're penalized if ou come out early," ys financial planner Germaine Peterson. "You can't use savings bonds for a short-term investment." } F i r s t T e n n e s s e e Bank vice president Herb Hilliard says an investor must ask him self "Is it worth it to tie your money up for five years for another t w o ( p e r c e n t a g e ) joints (of return)?" Most experts agree, that savings bonds are u s e f u l f o r s o m e persons. "They're primarily for people who want to save small amounts of money over a period of time and are fairly conservative in their outlook," says Hil liard, "You don't see people going up and buying $10,000 savings bonds." The fact that a per son can buy a $50 bond for $25 and still earn a high rate of interest is a major advantage. says Ms. Peterson. Banks and savings and loan association re quire minimums of $500 to $1,000 on CDs and money market ac counts to earn equally high or higher rates of interest. Also, with those types of accounts, money and interest rate are locked up tighter than with a bond. Early withdrawal penalties of up to sev eral months interest are imposed on CDs. Interest rates drop when money market account balances go b e l o w c e r t a i n minimums. Savings bonds also have tax advantages. Bond holders do not have to pay state or local income tax on the interest, nor do they have to pay federal in come tax on it until the bonds are cashed in. she says.
