The vote was taken at the MPOA's 19th annual convention at the Highland Shores Community Building Sunday. A delegation from?>. Highland Shores Property>Owners Association proposed changing MPOA bylaws to give partial representation in the MPOA property owners associa tions based on the percentage of annual dues. paid. Currently, a prop erty owners group must pay 100 per cent of their MPOA dues or all its votes are revoked. Highland Shores made the propos al after they were forced to pay delinquent MPOA dues from their general fund. Craig Pfannkuche, di rector of the HSPO, said each year they are forced to pay about $2,000 out of their general fund to cover unpaid MPOA dues from HSPO property owners. The proposal would have allowed property owners the same percent age of votes as dues paid. "For Highland Shores this has generally incurred $2,000 out of our desperate ly needed general funds which we use for snow plowing and other ser vices," Pfannkuche said. "We pay' 80 percent of our dues and receive no votes. This is unjust and clearly inequitable." Some of those items included: ' -The council passed an amend ment to the city Flood Control Ordi nance which prohibits the construc tion of a basement below the flood plain elevation. -The alderman approved the hir ing of a dispatcher to fill a vacancy in the McHenry Police Department. The vote was 7-1, with Bolger cast ing the sole dissenting vote. -Busse proclaimed Sept. 22-28 as Kinship Week in McHenry in recog nition of the organization which pro vides a one-to-one relationship be tween adults and youths. -Busse said the city will be mak ing a special clean-up effort during September to prepare for a "Certi fied Cities" program inspection in October. -Residents can expect the first city newsletter to make an appear ance, hopefully by mid-September, according to Busse. The newsletter will highlight new ordinances, ses- quicentennial news, department col umns and a variety of city business. -Busse also reported that the Illi nois Department of Transportation has agreed to move the streetlight standards closer to the curb on the north side of Elm Street, between Park Street and Riverside Drive. A By Kelly Thompson Plaindealer Staff writer Conditions have improved for most of the eight victims who sur vived a lightning strike during a Sunday thunderstorm. The lightning killed killed two peo ple in separate incidents. A Hebron man, Otto Nor, 44, died a few hours after receiving the fatal blow at Knox Park during a soccer game. A Marengo man, John Muehlfelder, 25, was killed at Crystal Woods Golf Course, 5915, S. Rte. 47, Woodstock. A lightning bolt struck the shelter he and seven others were standing under. Four people who survived the strike at the golf course have been released from Memorial Hospital for McHenry County in Woodstock where they were admitted, jk hospi tal spokesman said. Those released are: John Daily, 53, and Thereise Daily, 53, both of South Elgin; Jeff Speyers, 26, of South Elgin; and Julia Long, 61 of Sleepy Hollow. Donald H. Hodhoim, 44, Elgin, and Ralph Long, 66, of Sleepy Hollow were assigned to the intensive care unit, but now have stabllzed and are in iair condition. No change has been made in the condition of Raymond Lang, 28, of South Elgin. He remains in the In tensive care unit at Memorial Hospital. The spokesman said Lang is being treated for bums sustained from the lightning and his heart is being monitored. Jonathan Anderson, 20, Crystal Lake, who was Involved In the trage dy at Knox Park, remains In fair condition at Northern Illinois Medi cal Center. Retail theft charged A McHenry area woman was arrested by police Thursday after she was stopped for alleged shoplifting at Spurgeon's. Police said store representatives signed a retail theft complaint against Tina M. Bundy, 18, of 5605 Acorn Lane, McHenry. According to police, Bundy reportedly tried to take some clothing, valued at about $20. She was charged with retail theft under $300. Wilbur L. Jackson, 58, of 7428 Birch Road, Wonder Lake, was ar rested by McHenry Police at about 4:48 p.m. on Sept. 3. The police received a report and followed the Jackson vehicle on Elm Street and Rlngwood Road before stopping the auto at Flanders Road. Another Wonder Lake man, Lance Rachel, was arrested by McHenry County Sheriff's Police after he re portedly drove through a barricade on Hancock Road at East Wonder Lake Road on Sept. 6. Rachel, 20, of 8807 Dorr Road, Wonder Lake, was also driving with out headlights at 1:40 a.m., the re port said. Timothy Radtke, 21, 1620 W. Grandview, was taken to McHenry Hospital by the McHenry Rescue Squad. ' •. A preliminary McHenry County Sheriff's Police report found Radtke to be traveling north *on Riverside Drive when the incident occurred. Marks in the road show his car rolling over. However, Radtke told police he does not recall the night's events. He was ticketed for illegal trans port of alcoholic beverages and im proper lane usage. Rear-ended Eileen E. Hyland, 28, 1818 River Terrace, McHenry, was ticketed Friday for improper lane usage and driving with suspended license. She told police she was traveling east on Johnsburg Road when the truck in front of her stopped sudden ly. Hyland slammed her brakes to avoid collision, but impact was made. Leonard S. LeWan, 21, 3670 Grand Ridge CT, McHenry, reported that vehicles stopped in front of him to turn off of Johnsburg. More than $1,250 damage was made to each of the two cars. Signal blamed Dewey Lytle, 47, Galesburg, told police he was traveling east on Johnsburg Road when he stopped to turn left into a driveway at 2419 Johnsburg Road. Albert A. Wyse, 75, 1403 Sunnyside Beach Drive, Mc Henry, also traveling east, struck the vehicle's back end. Lytle said his turn signal was op erating. Wyse said he saw no turn signal. The latter skidded on the wet pavement in an unsuccessful at tempt to avoid impact. No tickets were issued. More than $200 damage was made to each of the vehicles. Toddler releases brake Kent Joshaua, 3, and Adam Ward, 7, both of 5306 Lake St., were left unattended in a vehicle parked in the driveway. The three-year old, who was sitting in the front, seat, released the emergency brake free ing the vehicle to roll backward. It rolled backwards across the street hitting the parked vehicle of Joseph Karwacki, 25,5305 Lake St. After striking the car, the run away vehicle bounced forward into a ditch. No injuries were sustained. Less than $250 damage was estimat ed to the rolling vehicle. Fender bender injured _ line Dimopoulos. 63, 1904 Wood Lawn Park, McHenry, struck an unoccupied car Thursday that was parked in a space at 1906 Wood- lawn Park Minor damage was made to the {vehicle of Thomas G. Schmitt, 38, Qryjstal Lake. Dimopoulos was ticketed for fail ure to yield to limitations on backing. .. ; Dirt biker David Tewell, 22, Zion, was travel ing south on Wilmot Wednesday, at the intersection with Rte. 12. He told police he began to pull into the inter section but saw a truck coming and reversed. Kevin A. Culliton, 25, 4818 Bror- son, McHenry, reported he did not see Tewell reverse his vehicle. No tickets were issued. At least $250 damage was made to Culliton's car. About $150 damage was estimated to Tewell's. Joseph Ziamba, 17, 717 W. Oef- fling, McHenry, was taken Thursday to Northern Illinois Medical Center (N1MC) for treatment by the Johns burg Rescue Squad after a collision with a dump truck. James F. Bowles, 31,606 S. Broad way, McHenry., was pulling out of a driveway at 4519 Riverdale when he struck Ziamba who was traveling south on Riverdale. No tickets were issued. More than $200 damage was made to the dirt bike.
