A mob surrounded the car of Home Secretary Douglas Hurd, who is in charge of law and order, when he arrived for a tour of the riot-torn Handsworth section along with Chief Constable Geoffrey bear. • "I want' %o listen," Hurd pleaded, but the youths shouted him down, hurling stones and bottles at him. Some Asian and white shopowners charged the violence was a result of jealousy by the blacks. "It's racial," said one white sho- powner who pointed out that most of the 50 gutted stores were Indian owned. "It was the West Indians (blacks from the Caribbean) taking out the Asians. The Asians are more indus­ trious and so they make a better living. It was a question of envy," he said. But black youths -- the first Brit­ ish-born generation whose parents came from the Caribbean in the 1950s --\said the rioting was trig­ gered by police harassment. The environmentalist anti-nuclear party said in a statement released in Bonn and South Africa the Greens, including party organizer Petra Kel­ ly, would remain inside the embassy for 48 hours to protest Chancellor Helmut Kohl government's support for the white minority government. "This is a demonstrative, non-vio­ lent occupation as a means of pro­ test against the continuing support of the apartheid regime by the Ger­ man government," the statement said. Foreign Minister Roelof "Pik" Bo­ tha said in a statement that charge d'affaires Fritz Ziefer advised him of the situation. He said Ziefer "con­ siders them to be uninvited guests of the embassy and their presence con­ stitutes a non-violent occupation of the embassy." He said South Africa's ambassa­ dor in Bonn "has been asked to protest to the West German govern­ ment against the improper use of diplomatic passports by the Greens." "They are here and they are re­ fusing to leave," an embassy spokesman said. He said the eight -- five men and three women -- were locked up in a room at the mission. There had been no attempt to interfere with normal diplomatic business.
