Xinhua said the quake also de stroyed buildings and flattened a bydropower station, damaging its dam. A State Seismologies! Bureau spokesman in the Xinjiang town of Artux, about 55 miles from the quake's epicenter, said local seismo graphs measured the 4:46 a.m. earthquake at 6.9 on the open-ended Rkfater scale. The spokesman said the temblors epicenter was near the Tien Shan mountain town of Wuqia, which was flattened Aug. 23 by a .major earth quake that registered 7.47 "V. "All of Wuqia county was affect ed, but most of the houses were already knocked down (by the earli er quake) and the people were living in a temporary camp." The populous Peking-Tianjin- Tangshan area was struck by a quake measuring 7.8 on the Ritchev Scale in July 1976.
