Trial begins for governor charged with racketeering By Royal Brightbill United Press International NEW ORLEANS -- Giving, the thumbs up sign, Gov. Edwin Ed­ wards Tuesday declared "every­ thing is in good shape" on first day pt his racketeering and fraud trial. Emerging from the federal court­ house to face a battery of reporters after the first few hours of the te­ dious jury selection process, Ed­ wards waved to the crowd. A few bypassers on the street stopped to applaud. "It's going according to schedule. Everything is in good shape/' said Edwards. , Edwards, 58, is accused of taking part in an illegal conspiracy with seven codefendants who earned $10 million by buying and selling state approvals for hospitals. U.S. District Judge Marcel Livau- dais Jr. said he will not sequester the jury, once it is selected, during the trial that could last eight weeks or more. Jury selection alone could take more than two weeks. , "I don't know that I wouldn't rath­ er be doing something else," Ed­ wards said when he arrived at the courthouse. "But this is the trial now, and I'd just as soon get it started and get it over with." The silver-haired Edwards is a gambler who had survived nine pre­ vious legal investigations, including the Tongsun Park influence-buying scandal in Washington while he was a congressman. Prosecutors might try to link his gambling debts to this illegal scheme, but the governor has given 2-1 odds he'll be acquitted. The first hours indicated how diffi­ cult it will be to pick a jury to try Edwards, who less than two years ago was elected for an unprecedent­ ed third term with the biggest popu­ lar vote in state history. More than a third of the first batch of 108 prospective jurors offered rea­ sons why they should be released from jury duty, ranging from status as a fulltime student to a pregnant woman who needed regular checkups. Before allowing the court to recess for lunch, Livaudais repeated his admonishment to the panelists that they were not to discuss the case among themselves or with friends or family. He also said they were not to read accounts of the trial or tune in to radio or television reports of the trial. "This is an important case to ev­ eryone," Livaudais said. "Jury duty is an important part of the fabric of the nation. The jury system is not to be taken lightly." Edwards' wife, Elaine, and their two Sons and daughters sat in re­ served seating for families of the defendants at the rear of the courtroom. A committee spokesman said the long-awaited tax-writing meeting is expected to last about an hour and will deal with such questions as "what gets taken up first? How do we define revenue neutrality? How is the amendment process going to work? What's our general schedule going to be?" / President Reagan, who has made tax reform his paramount domestic concern, was expected to discuss it at a nationally televised news con­ ference Tuesday night. When the committee begins work on the bill Wednesday, Reagan plans to contin­ ue his grassroots push for the issue with a trip to Concord, N.H. But despite Reagan's high-profile road trips, the real action on tax reform will take place in the com­ mittee, where the current schedule has members starting the bulk of the bill-writing late next week, with the hope of sending a measure to the full House by mid to late October.
