The toll is on file at the U.S. Consumer Product Safety Com mission. It continues, despite preachments from that source in Washington, D.C., and the National Safety Council in Chicago. A major reason furni ture continues to kill and hurt babies and tod dlers: Many infants born within the last 12 months are bedded in hand-me-down cribs for sentimental or ecohomy reasons. Or they and toddlers use other sec ondhand baby furniture made before new safety standards for manufac ture went into effect in 1974. A glimpse of the trou bles came in an inter view with the CPSC's Joel Freedman, a tech nical information spe cialist. Kid and infant stuff involved in acci dents requiring hospital emergency room treat ment in 1984, for exam ple, included: --Baby changing ta bles, 1,500; baby car riages, 1,100; baby gates and barriers, 1,200; baby walkers- jumpers, 15,700; baby bottles, 4,500; playpens, 3,900; baby scales, 68; youth chairs, 400; car seats for infants or chil dren, 6,000; baby stroll ers, 11,000; pacifiers, 200; crib gyms, 300; di aper pails, 90; portable cribs, 150; night lights, 300; baby carriers on bikes, 400; potty chairs, 700; crib extender rails, 4,100; cradles, 600; baby mattresses or pads, 300. The National Safety . Council says lack of su pervision or misuse of a product contribute to many nursery-equip- ment accidents. But a large number of recent deaths, says the NCS, can be blamed on un safe features of older furniture that does not meet the 1974 federal safety standards. The NCS estimates that in 1982 and 1983, despite^ safety stan dards for several prod ucts, nursery equip- ment-related deaths totaled 177. Examples of trage dies involving older, un safe furniture: --A 12-month-old girl dies when her head is caught in the decorative opening between the finial and the top rail of the headboard of her crib. The CPSC is aware of 33 deaths by strangulation on a crib's finial or corner post. --A 13-month-old boy toddles over to a toy chest and lifts the lid. As he peers in, the lid crashes down on his neck, cutting off air supply and killing him. --A 4-month-old girl slips between crib slats. They are spaced 3.5 inchjes apart. She suffo cates when her head is caught. Particularly worri some to the CPSC and the Safety Council are unsafe nursery prod ucts in homes. Hand- me-downs or used baby furniture bought at tag, garage or lawn sales. Maybe even an antique crib that's been in the family for generations is a potential life-threat- ening hazard. To inform parents about the dangers, the CPSC last fall began a campaign focusing on the older furniture. In a new buyer's guide, "The Safe Nurs ery," the CPSC pro vides tips to help avoid injuries from nursery f u r n i t u r e a n d equipment. Parents are advised to check out cribs for compliance with federal standards because "more infants die every year in accidents in volving cribs than with any other product in tended for children." So if jiou're buying a new full-size crib, it is advised: --Buy cribs with cor ner posts that are less than five-eighths of an inch in height. Corner post extensions can be a catchpoint for chil dren's necklaces or cords around the neck. --If you buy bumper pads for the crib make sure they fit around the entire crib, tie of snap into place, and have at least six straps. To pre vent your baby from chewing on the straps or becoming entangled in them, trim off any excess length. Use the bumpers until the baby can pull up to a stand ing position, then re move them so that the baby will not use them to try to climb out of the crib. --Remove and de stroy all plastic wrap ping materials. Before throwing the plastic away, tie it in knots. Children have suffocat ed while playing with plastic wrap. If you already have a crib or buy a second hand one, the CPSC words to the wise in clude the following: --Some older crib head and footboard de signs may allow an in fant's head to become caught in the openings between the corner post and the robe rail or in other openings in the headboard structure. This may lead to stran gulation. Look for a crib design either without the curved openings or corner posts, or one where the opening is too large for the head to become caught in it. Corner posts should be unscrewed or sawed off flush with the head board or footboard. --Never use a crib that has missing slats. Be sure that all slats are securely fastened in place and are spaced no more than 2 % inches apart to avoid neck entrapment. --Use a mattress that fits snugly. If you can fit more than two fin gers between the edge of mattress and crib side, the mattress is too small. An infant can suffocate if its head or body becomes wedged between the mattress and the crib sides. --Buy a crib with as large a distance as pos sible between the top of the side raH and the mattress support. This will discourage baby from trying to climb out. Most crib accidents occur when infants fall while climbing out of their cribs. --If you paint or re- finish the crib, use only high quality household enamel paint and let it dry thoroughly so there are no residual fumes. Don't Use old paints manufactured prior to February 1978 when the 0.06 percent lead limita tion wentjntoeffect. CPSC Safety Tips for Use of Cribs, new and old: --If you place a crib next to a window, make sure that there are no drapery or Venetian blind cords within child's reach. More than 40 children have strangled on such cords. --Never hang any stringed object, such as a toy on a string or a laundry bag, on the cor ner post or nearby where a child could be come caught in it and strangle. --Always lock the side rail in its raised position as soon as your child can stand up. --Check the crib and replace any missing parts such as screws, bolts or mattress sup port hangers.
