The tremors began late Saturday and the strongest, registering a magnitude of 3.8 on the Richter scale, was recorded just before l a.m.. officials said. The series of about 30 tremors was recorded on Niijima island, in the Izu island group about 90 miles south of Tokyo. Minister says he'll preach United Press International COLORADO SPRINGS, Colo. -- A minister sentenced to six months in Jail for holding church services in his country club-area home says he will preach from his jail cell. "I would hold services from jail," the Rev. Richard Blanche said Wednesday. Last week, a municipal judge who found Blanche, 38, guilty of violating the area's single-family zoning sentenced the minister to 180 days in jail. The sentenced was postponed until Blanche's appeal for a new trial Oct. 23. The preacher continues to hold twice weekly services for about 60 people at his house despite a court order. "I don't think you need a (zoning) variance to read the Bible in your home," he said. "If the government can tell you who can read the Bible, they can also tell you who is not permitted to read it." United Press International MIAMI -- Tropical storm Gloria grew into a hurricane Sunday and aimed its 75-mph winds toward the Leeward Islands, with forecasters predicting it would draw even more strength from the warm Caribbean Sea. Hurricane warnings were posted for the northern Leeward Islands from Antigua to the Virgin Islands. At 6 p.m. EDT, the hurricane was centered about 150 miles northeast of Antigua near latitude 18.3 north, longitude 59.6 west. The National Hurricane Center predicted Gloria would go west at 10-15 mph and pass just north of the Leeward Islands late Sunday and Monday but warned the hurricane could move slightly south and threaten Puerto Rico. "We expect it to continue strengthening for the next day or two," forecaster Bob Case.said. "The only thing that would stop it . was if it started to move south and came in contact with the larger is­ lands, Puerto Rico and Hispanola." Meanwhile, a tropical depression developed off the North Carolina coast with top sustained winds of 35 mph and gusts of 50 mph in squalls east of the center. At noon, the depression was cen­ tered about 175 miles south of Cape Hatteras, N.C., near latitude 33.0 north, longitude 74.5 west, and mov­ ing north at 10-15 mph. The system will be designated a tropical storm and named Henri if its top winds reach 39 mph. Gloria was born off the African coast Tuesday and rapidly picked up strength as it neared the Caribbean. Top winds increased by 25 mph be­ tween 6 p.m. Saturday and 9 a.m. Sunday when Gloria gained hurri­ cane status. Case said Gloria could threaten the east coast of the United States this week. "Any place along the coast needs to pay attention to Gloria because there is the possibility of it affecting the coast four to five days from now," he said. By Norman D. Sandler - United Press International WASHINGTON - President Rea­ gan, determined to fight for his No. l domestic priority, has asked Con­ gress to stay in session as long as it takes to pass major tax reform leg­ islation this year, administration of­ ficials said Sunday. The officials said Reagan con­ veyed the message to congressional leaders last week and may mount a publicity campaign to prevent the Senate from putting off action on a tax bill until next year. If necessary, the officials said, Reagan may consider exercising a little-used presidential power to call Congress back into session to force the Senate to finish work this year. "He is really dedicated to getting a tax bill this year and will work with Congress on that," one official said. "He believes it can be done if Congress moves expeditiously. If they don't, he will examine the alter­ natives for his next move, which could include keeping them in session." , The same official described Rea­ gan as "sympathetic" to the politi­ cal realities of the situation and "the tremendous pressure on the Sen- r ate." Nonetheless, the official said, "the president is quite firm and quite determined. " The threat of further confrontation with Congress sparked by an agree­ ment last week by Senate Republi­ can leader Robert Dole of Kansas and House Speaker Thomas O'Neill, D-Mass., to aim for adjournment by Thanksgiving. While the House has begun work on tax reform and is expected to pass a bill by some time in Novem­ ber, Dole contends this leaves too little time for the Senate to hold hearings, draft its own version, meet the House in conference, and produce a final bill for Reagan's signature by year's end. White House spokesman Larry Speakes argued as late as Friday that the Senate could begin work before the House completes its work and that final passage is possible this year. Officials said Reagan wants action this year for two reasons: to prevent election-year politics from muddling the issue in 1986 and to give taxpay­ ers time to plan for changes next year.
