Thompson Tuesday un­ veiled a program to aid Illinois farmers that includes a $100 million plan to restructure farm debts at lower interest rates and money for legal and counseling services. "This is neither charity nor bai­ lout nor welfare for farmers," the Republican governor said. "It is a helping hand from the people of the state of Illinois to the people who feed us." Thompson said he would ask legis­ lators to approve the program when they return to the Capitol next month for the veto session. The governor also said the plan would not aid all of the state's farm­ ers who are in financial trouble and was ynot a substitute for a federal farm bill." But he said it was de­ signed to help the "good farmers ... who have managed to turn a profit and hang on." "It is not a total answer. No state has the resources to provide a total answer to the problems facing their farmers," he said. Thompson's program is similar to one proposed by Attorney General Neil Hartigan a day earlier. Harti- gan, who Is seeking to be Thomp­ son's Democratic opponent in the 1966 race for governor, also called for debt restructuring, extension of an emergency farm loan program and legal services for farmers. Under Thompson's plan, the state would guarantee $100 million in loans to restructure eligible farm­ ers' debts at lower interest rates for up to 10 years. The state would guarantee 85 per­ cent of the new farm loan up to $300,000, with the bank responsible for the other 15 percent and Interest. In return, a farmer must provide 100 percent collateral, made up of land, equipment or livestock. Interest rates could be no higher than 2 Vz percent more than the interest rate of one-year Treasury Bills - which at current rates would mean about a 10 percent interest rate on the loans, officials said. The restructuring plan could aid between 300 to 500 farmers, Thomp­ son said. The governor also is asking for an extension of a $25 million emergency farm loan program approved last spring which uses state funds to pay half the interest on loans, thus buy­ ing down the interest rates. i • "V » . , % • - Brand new--for four years.
